Kṛṣṇa's face is a moon, and it has 'risen' — the poet reaches for the word for moonrise. She, that girl, is the one watching it.
मधु दैत्य के शत्रु कृष्ण का मुख मानो चन्द्रमा है, जो उदित हो उठा है। उसी को वह भोली नायिका देखती है।
An udāharaṇa of madhu-pānam, 'wine-drinking' — the sub-topic introduced by the lead-in 'atha madhu-pānam, yathā—'. The whole four-line verse is one illustrative sentence.
यह 'मधु-पान' का उदाहरण है — 'अथ मधु-पानम्, यथा—' इस भूमिका से जो उप-विषय आरम्भ हुआ। पूरी चारों पंक्तियाँ मिलकर एक ही वर्णनात्मक वाक्य हैं।

The m-alliteration is deliberate — madhu-vidhu, madhu-dviṣ, madhu-caṣaka, madhura, mugdhā, muhuḥ — and 'madhu' shifts sense: Madhu the demon (in Kṛṣṇa's epithet) and madhu the wine in the cup.
यहाँ 'म' वर्ण की अनुप्रास जानबूझकर है — मधु-विधु, मधु-द्विष्, मधु-चषक, मधुर, मुग्धा, मुहुः — और 'मधु' शब्द अर्थ बदलता है: एक ओर मधु नामक दैत्य (कृष्ण के विशेषण में), दूसरी ओर प्याले की मदिरा।

But not her mouth. She would not put her lips to the cup, though Kṛṣṇa begged her over and over. She drank only with her eyes — this is the point of the verse: so absorbed in the reflected moon of his face that the glance drinks and the mouth forgets the wine.
परन्तु अपना मुख उसने वहाँ नहीं लगाया। यद्यपि कृष्ण बार-बार उससे आग्रह करते रहे, फिर भी उसने आँखों से ही पिया, मुख से मदिरा नहीं।

vṛndāVṛndā [is the speaker] nominative subject of āhaवृन्दा (आह क्रिया की कर्त्री)
paurṇamāsīmto Paurṇamāsī — the one she addresses accusative, addressee of āhaपौर्णमासी से (जिससे कहा जा रहा है)
āhaspeaks, says [the verse]कहती है

mugdhāthe word 'mugdhā' [in the verse] — here is what it covers:मुग्धा का अर्थ है —
ānanda-moha-yuktāshe is dazed with joy — filled with the bewilderment that joy bringsआनन्द के मोह से युक्त (जो हर्ष में विमोहित है)

'मुग्धा' अर्थात् वह, जो आनन्द के मोह से युक्त है तथा उस माधुर्य के पान से उपजे सौन्दर्य से सम्पन्न है।
Viśvanātha unpacks the one word 'mugdhā'. Two things: she is dazed with sheer joy; and the drinking-in of his sweetness has made her beautiful. Notice the pun on 'drinking' — the verse's mouth-versus-eyes drinking is re-read as her drinking his sweetness with her gaze, and that gazing is itself what lights up her beauty.
'मुग्धा' का अर्थ है — वह नायिका, जो आनन्द के मोह से भरी है और कृष्ण के माधुर्य को पीने से उपजे सौन्दर्य से सुशोभित है।
