An udāharaṇa of the ghaṭṭa — the 'toll-post' pastime, in which Kṛṣṇa poses as toll-collector on Govardhana's slopes and demands tribute (śulka) from the gopīs — quoted from Dāna-keli-kaumudī 64. Viśvanātha (below) names the speaker as Kṛṣṇa at the dāna-ghaṭṭa, addressing Lalitā and the other gopīs.

dāna-ghaṭṭa-sthaḥ śrī-kṛṣṇaḥ — Śrī Kṛṣṇa, posted at the toll-station of the dāna-play; lalitādyāḥ āha — speaks to Lalitā and the rest; ghaṭṭādhi iti — [in the verse] 'ghaṭṭādhi…'

viṣameṣv iti saptamy-antam, pakṣe viṣameṣuḥ kandarpaḥ |
saptamy-antamends in the locative — 'in the rough places' saptamī = the seventh (locative) caseसप्तमी-अन्त वाला (सप्तमी विभक्ति में)
pakṣebut on the other reading the śleṣa's second sense — do not merge it with the firstदूसरे पक्ष में (श्लेष का दूसरा अर्थ)
viṣameṣuḥread instead as viṣama-iṣuḥ, 'he of the uneven arrows' nom. sg.; the same letters split differentlyविषमेषुः (वही अक्षर भिन्न रूप से टूटकर)
kandarpaḥthat is, Kandarpa, the love-god Kāma bears five (hence 'uneven') arrowsकन्दर्प (कामदेव, जिसके विषम पाँच बाण हैं)
viṣameṣu iti saptamy-antam — 'viṣameṣu' ends in the locative, 'in the rough places'; pakṣe — on the other reading; viṣameṣuḥ kandarpaḥ — it is viṣameṣuḥ, Kandarpa, the love-god
Here is the pun, and both senses stand at once. One way, 'viṣameṣu' is a locative — 'in the rough places.' The other way, split it as viṣameṣuḥ, 'he of the uneven arrows' — Kandarpa, the god of love. On that reading the 'war-campaign' is Cupid's own assault.
