I am here gathering flowers only because you told me to.
An udāharaṇa of kāraṇābhāsa-bhava-māna — māna (the sulk of jealous love) arising from a mere semblance of a cause. As Viśvanātha sets it up, Kṛṣṇa can find no real ground for Rādhā's anger and so treats it as causeless. The speaker throughout is Kṛṣṇa, returned from gathering flowers at Rādhā's command.

To illustrate māna that springs from a mere semblance of a cause, Rūpa gives this verse, opening it with 'yathā vā.'
This is the lakṣaṇa/udāharaṇa hinge: the definition names kāraṇābhāsa-bhava-māna, and the verse that follows is its illustration.

Rādhā, who has Kṛṣṇa at her beck and call, had sent him off at her word to gather flowers. He picks them, comes back, and — seeing her now in a sulk — speaks the verse 'aham iha.'
svādhīna-bhartṛkā ('one whose lover is under her control') is a standard nāyikā-type: the heroine so cherished that her lover stays at her side and does her bidding — which is why Kṛṣṇa is out gathering flowers on her orders.

he akāraṇa-kopanei.e., 'O you who flare up for no cause!' unpacks caṇḍi — the very address already prejudges the anger as causelessहे बिना कारण क्रोध करनेवाली

he caṇḍi — O fierce one; he akāraṇa-kopane — i.e. O you angry for no cause; vācaṁ-yamā maunavatī — 'vācaṁ yamāsi' means: you have fallen silent.
He glosses 'caṇḍī' as 'you who flare up for no reason,' and 'vācaṁ yamāsi' as 'you have fallen silent.'
Even in the address the verse plants the theme: kopa 'without cause' (akāraṇa) — the anger has no real ground, which is what makes it kāraṇābhāsa.

He waits a moment and finds not one real sign of jealousy. So, gladly, he says: 'viditam' — I have caught on. This sulk of yours is a sky-flower, a thing with no real cause; you have put it on only to watch me get flustered. That is the point.
kha-puṣpa, the 'sky-flower,' is the classic name for something wholly nonexistent. Calling the māna a sky-flower is exactly the kāraṇābhāsa reading: the cause is not real, only a semblance — the sulk is staged to enjoy Kṛṣṇa's eagerness.
