hariḥ — Hari (from L2); goṣṭhāṅgaṇa-bhuvi tiṣṭhan — standing on the village-courtyard ground; muhuḥ — again and again; locana-antaṁ vidhatte — casts a sidelong glance [toward your threshold].
He is standing right there on the village courtyard, and again and again he throws a sidelong glance your way.
The first line of an udāharaṇa illustrating the beloved's māna that springs from no [real] cause (kāraṇābhāva-bhava / akāraṇa-māna) — so Viśvanātha, 'nāyikāyāḥ kāraṇābhāva-bhavaṁ mānam.' From Uddhava-sandeśa 44. Viśvanātha assigns the verse to the sakhī Śyāmalā, addressing Śrī Rādhā, who is sulking without cause.

O friend, your Hari has grown full of longing. His eyes keep landing on your very doorstep.
tava ('your') most naturally attaches to the threshold — his glances land on your doorstep — though it could also be read with harir, 'your Hari.'

tiṣṭhan goṣṭhāṅgaṇa ity ādikaṁ kuñje dṛṣṭam ity ādi ca dvayaṁ — this verse and the next ('kuñje dṛṣṭam…'), the two together; akāraṇa-[kāraṇ]ābhāsa-udāharaṇeṣu jñeyam — are to be counted among the illustrations of causeless māna and semblance-of-cause māna.
Jīva pairs two verses together — this one ('tiṣṭhan goṣṭhāṅgaṇa…') and the next ('kuñje dṛṣṭam…'). Both, he says, belong among the illustrations of the beloved's māna: the kind that has no real cause, and the kind that rests on only a semblance of one.
Two categories are in play: akāraṇa-māna (sulking with no cause at all) and kāraṇābhāsa-māna (sulking on a mere semblance of a cause). This verse is the causeless kind — so Viśvanātha, 'kāraṇābhāva-bhavaṁ mānam'; the next verse ('kuñje dṛṣṭam…') carries the semblance-of-cause kind.
