unmanāḥ [kaṁsāriḥ] — [Kaṁsāri] grew troubled in mind; puṣpebhyaḥ spṛhayā vilambitavatīm mām ālokya — on seeing me, who had grown late out of longing for flowers
Longing for flowers, I had grown late. Seeing me come at last, Kaṁsāri (Kṛṣṇa) grew troubled in his mind.
An udāharaṇa (introduced by the lead-in yathā vā, 'or as in…') illustrating that Kṛṣṇa's māna arises even from a mere semblance of a cause (kāraṇābhāsa) — here Rādhā's delay in the flower-garden — as Viśvanātha explains in the next segment. The whole verse is spoken by Rādhā to her friend Śyāmalā.

And, O friend, Kaṁsāri just stood there in the bower — silent, his moon-face hanging low.

kāraṇābhāsasya vilambasya daiva-kṛtatve svakṛtitve ca śrī-kṛṣṇasya mānaḥ bhavet iti darśayitum — to show that Kṛṣṇa's māna would arise whether the delay, a mere semblance of a cause, is set by fate or is self-made; āha yathā vā iti — he says, 'yathā vā…'
The delay is not a real ground for a sulk — only a semblance of one. To show that Kṛṣṇa's māna arises from it either way — whether the delay is fated or of one's own doing — Rūpa gives this second example, opening with 'yathā vā…'.
kāraṇābhāsa — a 'semblance of a cause': something that only looks like a ground for māna without truly being one. A real cause would be an actual slight; here Rādhā's mere lateness resembles a slight, and that resemblance is enough to set off Kṛṣṇa's sulk.

Śrī Rādhikā has come back home. Brimming with the midday pastimes, she pours the whole sweet tale out to her friend Śyāmalā — 'puṣpebhyaḥ spṛhayā…'.
udgirati — literally 'disgorges, spouts forth': she is so full of the rasa that she cannot hold it in and it comes gushing out.

tataś ca puṣpāṇi vicitya ānīya kuñje taṁ kṛta-mānam ālakṣya tad-aṅghri-nakhare prasūnāñjalau kṣipte iti asya ayaṁ bhāvaḥ — the sense of the phrase 'and then, having gathered and brought the flowers, noticing him in the bower now in a sulk, the handful thrown onto the nails of his feet' is this: tūṣṇīṁ sthitaṁ niṣpandaṁ taṁ dṛṣṭvā — seeing him stand silent and motionless [she thinks:] hanta hanta atra kuñje kṛṣṇo na asti — 'alas, alas, Kṛṣṇa is not in this bower; iyaṁ tu aindranīlī dvibhujā śrī-nārāyaṇa-pratimā eva — this is only a two-armed sapphire image of Nārāyaṇa; tat kṛṣṇa-prītyai puṣpāñjalim etac-caraṇe eva arpayāmi — so, to please Kṛṣṇa, let me offer the handful of flowers at its feet'; tathā-kṛte tasya alīka iti ādi — and when she has done so, [the verse goes on] 'tasyālīka…'

And then — having picked the flowers and carried them to the bower, and noticing him standing there in a sulk — she throws the handful onto his toenails. Here is the play behind that line. Seeing him stand silent and stock-still, she thinks to herself: 'Alas, alas — Kṛṣṇa isn't in this bower at all! Why, this is just a two-armed sapphire statue of Nārāyaṇa. Well then, to please Kṛṣṇa, let me offer this handful of flowers at its feet.' And when she does exactly that, the verse continues: 'tasyālīka…' — out of feigned anger he knits his brow, yet a smile breaks through.
The teasing conceit: she pretends the motionless, dark-blue Kṛṣṇa is a mere sapphire (aindranīlī) statue of Nārāyaṇa — a play on his sapphire complexion — and 'innocently' pelts his feet with flowers as though worshipping an image. It is that mock-worship that makes his put-on frown crack into a smile.
