The rati that takes the form of samartha-rati is the one that gets the name prauḍha, 'the mature one.'
samartha-rati is one of the three grades of rati named in this chapter (sādhāraṇa, samañjasa, samartha); Viśvanātha below reads the name 'prauḍha' as fixing it as the fully mature top grade.

prauḍhāḥare mature, come full-blownप्रौढ (परिपक्व) हैं
pūrva-rāgasya prauḍhatvāt — because this pūrva-rāga is mature; sarvāḥ daśāḥ api — all its states as well; prauḍhāḥ — are mature.
And since the pūrva-rāga itself is mature here, every one of its states comes full-blown too.
pūrva-rāga — the love that arises before the lovers have met; in samartha-rati it is 'prauḍha', so its states are full-blown from the start.

Viśvanātha asks why the poet says 'prauḍha' when 'samartha-rati' would already have done. His answer: the name 'prauḍha' (mature) is picked to mark this grade off against samañjasa and sādhāraṇa, showing the less-mature versus fully-mature standing. Then he notes a gap in L3: when it says the states arise 'in many ways' from their intensity, an unspoken 'although' (yadyapi) is meant — the one that L4's 'even so' (tathāpi) answers. So, he says, supply the missing 'although.'
In this chapter rati has three grades — sādhāraṇa, samañjasa, samartha; Viśvanātha reads 'prauḍha' as the label that fixes samartha as the mature top grade.
