'Prāthamya' means being the first to arise. Take the accepted rule: in a mind that is otherwise unmoved, bhāva is the very first stirring. Right after that first stirring, the woman and the man may each begin looking for the other. Even so, the woman is wrapped in shyness, fear, held-in composure, and family custom. So her pūrva-rāga toward the man does not show itself openly.
'प्राथम्य' का अर्थ है सबसे पहले उत्पन्न होना। 'निर्विकार चित्त में भाव ही प्रथम विकार है'—इस कही हुई रीति के अनुसार, उस प्रथम विकार के तुरन्त बाद ही यद्यपि स्त्री और पुरुष का परस्पर अन्वेषण सम्भव होता है, तो भी स्त्री लज्जा, भय, धैर्य, कुलाचार आदि से ढकी रहती है, इसलिए पुरुष के प्रति उसका वही राग पूर्वराग रूप में प्रकट नहीं होता।
The embedded maxim 'nirvikārātmake citte bhāvaḥ prathama-vikriyā' is a rasa-śāstra (poetics) definition: in a mind at rest, bhāva is the first change that disturbs it. Viśvanātha borrows it to fix what 'coming first' means.

But the man is not covered by those things. So the instant the first stirring comes, he generally sets out at once to seek the woman. That is the reasoning. This is why the man's — Mādhava's — love can be the one shown first.

Yet even so, when it is the doe-eyed women's pūrva-rāga that is told first, the poetry has more charm. Two reasons. It is fitting to show prema at its fullest in the woman. And it is exactly a fullness of prema that melts away her shyness, fear, and the rest — so that her love can now be shown first. That is the point.
तो भी मृगनयनी नायिकाओं का राग—पूर्वराग—पहले वर्णित किया जाए तो 'चारुता अधिक होती है'; क्योंकि प्रेम की अधिकता का स्त्री में ही होना वर्णन के योग्य है, और क्योंकि प्रेम की अधिकता लज्जा आदि को हर लेती है—ऐसा अभिप्राय है।

There is a further, bhakti-specific reason, which some teachers give. In the scripture of bhakti, bhakti itself is the rasa, and that rasa rests in the devotee. The Lord's own love arises only after the devotee's. And the vraja gopīs stand at the very summit of what it means to be a devotee. So for them, and them first, pūrva-rāga rightly comes first. So some say.
और फिर यहाँ भक्ति-शास्त्र में तो भक्ति ही रस है, और वह रस भक्त के आश्रय में रहता है; भगवान का राग भक्त के राग के बाद उत्पन्न होता है, और व्रज-देवियाँ (गोपियाँ) भक्ति की कही गई परम अवधि का स्थान हैं—इसलिए उन्हीं का पूर्वराग पहले (वर्णित होना) उचित है—ऐसा कुछ आचार्य कहते हैं।
A distinctly Vaiṣṇava deepening: where the poets' rule (s4) is a convention of description, this makes the gopīs' rāga-first a matter of truth, since in bhakti the devotee's love is prior to the Lord's. Viśvanātha reports it as the view of 'some' (kecit), not as his own settled conclusion.
