First a grammar point. pra-√kṛṣ normally means simply 'to be heightened,' with no object. Here Jīva reads it as transitive — because a causative sense ('to make heightened') is taken to be built into the root.

Now the whole line unpacked. The mutual love of the young couple — whether they have not yet met or have met — grows intense when the embraces and so on are not obtained: the embraces the girl longs for from her beloved youth, or the youth longs for from such a maiden. It works both ways.

Rati, once it blends with the vibhāva and the other components, becomes something to be relished — a rasa. Because that rasa is joined with separation (viyoga), it is the sweet rasa called vipralambha. Rūpa can call it that because he has already established that this rati is bhakti-rasa.
वह भाव, विभाव-अनुभाव आदि के संवलन से आस्वाद्य विषय बन कर निष्पन्न होता है। वियोगरूप विप्रलम्भ से संवलित होने के कारण उसे विप्रलम्भ नाम का मधुर रस जानना चाहिए — क्योंकि इसे भक्तिरस कहा गया है।

The definition of bhakti is 'the favorable cultivation of Kṛṣṇa.' Because this love has to fall under that definition to count as devotion, it is really the rasa that bears the name 'vipralambha' — and Jīva says this is because the rasa, not the bare emotion, is what is primary here.
'अनुकूल भाव से कृष्ण का अनुशीलन' — यही भक्ति का लक्षण है, और यह भाव उसका अनुगमन करता है; इसीलिए रस को ही, उसकी प्रधानता के कारण, विप्रलम्भ नाम दिया जाता है।

Just as the word 'ādi' ('and so on') covers a whole class by a general usage, so does 'vipralambha'; and since no other name could be suspected for them, even the bhāva is to be known as vipralambha.

Now an objection. Surely only union counts as rasa, because it is full of joy — not separation, which is full of pain. Then how can this separation be described as a rasa at all?

Here is the reply. Even during separation, the lover is filled with a vivid imagining born of the hope of reunion — and this heightens the union that is coming. Because it does that, separation itself attains the status of a rasa.
विप्रलम्भ के समय भी, आशा से प्राप्त भावना से भरा हुआ यह भाव सम्भोग की उन्नति करने वाला होता है; इसीलिए वह रसता को प्राप्त कर लेता है।
