That ujjvala-rasa (the sweet mood just described) is held to be twofold: vipralambha, love-in-separation, and sambhoga, love-in-union. This one line names the two great divisions the whole chapter will unfold.
vipralambha and sambhoga are the two phases of śṛṅgāra: the lovers apart (longing) and the lovers together (meeting).

So far the author has described the bhāva called madhura-rati, sweet love. Now he turns to the rasa it becomes. That rasa is the madhura-rasa, which also goes by the name śṛṅgāra. He introduces it with the words 'atha śṛṅgāra-bheda' — now, the divisions of śṛṅgāra.
avataraṇikā: the standard bridge in which the commentator says what was just finished (madhura-rati as bhāva) and what the mūla now begins (śṛṅgāra-rasa and its divisions).

madhurā ratiḥ — sweet love; vakṣyamāṇaiḥ vibhāvādyaiḥ — by the vibhāvas etc. still to be described; svādyatāṁ nītā — when brought to the state of being savored; manīṣibhiḥ — by the wise; śṛṅgārākhyaḥ bhakti-rasa-proktaḥ — is declared a bhakti-rasa named śṛṅgāra.
Sweet love (madhura-rati), once the vibhāvas and the rest (to be described further on) have brought it to the point where it can be fully savored, is what the wise declare to be a bhakti-rasa — and they name that rasa śṛṅgāra. So the bhāva matures into the rasa; the two are one thing at two stages.
Why cited: cited (UN 1.3, from this same work) to fix that śṛṅgāra-rasa just is madhura-rati brought to relishability by its vibhāvas — the very rasa the mūla now divides in two.

tatra — in that verse; ratir iti — the word 'rati'; premādīnām upalakṣaṇaṁ — is an indicative marker for prema and the rest.
In verse 1.3 the word 'rati' should not be read narrowly. It is an upalakṣaṇa — a pointer. It names rati but stands for the whole family: prema, sneha, māna, and the rest of love's deepening grades. So the definition of śṛṅgāra covers them all, not just the first stage.
upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa (qualifier) is part of what the thing IS — 'blue' in 'the blue lotus' actually describes the lotus. An upalakṣaṇa only helps you locate the thing and is not part of it — 'the house with the crow on it' points out which house, but the crow is no part of the house. Here 'rati' is an upalakṣaṇa: it merely points to the whole range of love (prema, sneha, māna…), it does not confine śṛṅgāra to rati alone.

But now the key point. Rasa is not the bare sthāyi-bhāva by itself. Rasa is precisely the blending-together of the sweet features of the vibhāvas and the rest — the way they fuse into a single savorable taste. That fusion is what the word 'rasa' names.

It follows that rasa comes in degrees. The sthāyi-bhāvas beginning with rati themselves rise and fall in intensity; and since rasa is those very bhāvas brought to savor, the rasa must be graded too. Know, then, that rasa also has its higher and lower reaches.

Now the opposite case: a passage where the vibhāva-ensemble is not plainly on show. That too counts as rasa. Why? Because it is set down in the rasa chapter, and by the maxim 'if the vibhāvas are present…' one may supply them: through the mere flashing-forth of each vibhāva in the mind the ensemble gets nourished after all. So this passage as well is to be known as rasa itself. Either way — vibhāvas manifest or only implied — what we are reading is rasa.
'sad-bhāvaś ced vibhāvāder…' is quoted as a nyāya (an accepted maxim), not decoded here as a full verse: its force is 'if the vibhāvas can be taken as present, treat the passage accordingly.'

Here too, says Viśvanātha, the word 'rati' is an upalakṣaṇa — a pointer, not a limit. It names rati but reaches past it.
upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa (qualifier) is part of what a thing is — 'blue' in 'the blue lotus' really describes the lotus. An upalakṣaṇa only helps you pick the thing out and is no part of it — 'the house with the crow on it' identifies which house, but the crow is not the house. So 'rati' here merely points to the whole range of love; it does not confine śṛṅgāra to rati alone.

The seven sthāyi-bhāvas beginning with rati themselves rise and fall in degree. So, Viśvanātha concludes, the rasa too must be known to be graded, higher and lower, tracking its sthāyin.
'the seven' — the seven sthāyi-bhāvas that ground the seven rasas counted alongside the primary one; where Jīva wrote 'raty-ādi' loosely, Viśvanātha fixes the number at seven.

ujjvalaḥ — the word 'ujjvala'; madhura-apara-paryāyaḥ — is another synonym of madhura.
Finally he glosses the mūla's own word. 'Ujjvala' is simply another name for the madhura-rasa — the same sweet rasa under a second title. So 'ujjvala', 'madhura', and 'śṛṅgāra' all name one thing.
