Three kinds of rati were set out earlier in the chapter — sādhāraṇī (the shared/ordinary rati, e.g. of Kubjā), samañjasā (the 'proper' rati of the wedded queens), and samarthā (the 'competent' rati of the vraja-gopīs); L6–L9 fix how far up the ladder of loves each kind can climb.

Viśvanātha sets up L2. Even in the samañjasā and samarthā ratis — though these are higher loves — because their class (jāti) and degree (pramāṇa) run higher, only the jvalita grade, never the mere dhūmāyita, is fitting already at the rati-stage. Intending just this, Rūpa says 'jvalitās tu...'.

Viśvanātha introduces L4. Even this whole arrangement, settled as it looks, is not sārvatrikī — it does not apply in every case. To say so, Rūpa gives 'iyaṁ prāyikatā...'.
इस प्रकार जो व्यवस्था कही गई, वह भी सर्वत्र लागू नहीं होती — ऐसा (सोचकर रूप गोस्वामी) 'इयम्' इत्यादि कहते हैं।

Here is the reversal made concrete. Because place, time, recipient and the rest can each be top-grade, middling, or low, even in sneha and the loves above it — where the rule expects dīpta — the sāttvikas may hold at merely jvalita. And correspondingly the other way. Circumstance bends the ladder.
