Here is the mechanism. In that madness the gopīs question the trees for Kṛṣṇa and sing of his birth and boyhood deeds. Whatever pastime they start to sing, the madness carries them bodily inside it. So when they sing the Pūtanā episode, a fear for Kṛṣṇa grips them — the demoness has come to kill the baby — and, possessed by Pūtanā's very role, they act her out. That is how the 'imitation of Pūtanā and the rest' arises.

The same holds for a gopī enacting Yaśodā in the 'gopy ādade' episode, where the mother takes up the churning-rope to bind Kṛṣṇa. Following Kuntī's line — 'he stood with his little face lowered, melting, out of fear' — the enactment is powered wholly by the gopī's feeling of oneness with Dāmodara, the child who cowered before his mother.
'gopy ādade' opens the Dāmodara-līlā at Bhāgavata 10.9.1ff; 'vaktraṁ vilīya... bhaya-bhāvanayā sthitasya' is from Kuntī's prayer, BhP 1.8.31. Both are the included text.

iti viśeṣe karaṇam avagantavyamso the working [of imitation] must be understood through this distinctionइस भेद में यही कारण जानना चाहिए
kintu śrī-dāmodarasya anuvartana-abhāvāt — but since Dāmodara did not emulate [his mother]; tatra mātṛ-anukaraṇaṁ na jātaṁ — no mother-imitation arose in him; tad-anuvartanāt tasyāḥ tad-anukaraṇaṁ jātam — since she emulates him, her imitation of him arose; iti viśeṣe karaṇam avagantavyam — thus the operation is to be grasped through the distinction
But mark the fine point. Imitation (anukaraṇa) follows emulation (anuvartana): you enact only the one whose lead you take. Dāmodara feared his mother yet did not take her lead, so no 'mother-imitation' arose in him. The gopī, by contrast, takes Dāmodara's lead — so it is Dāmodara she imitates. The working of the imitation must be read through this distinction: follower matched to followed.
The rule at work: anukaraṇa presupposes anuvartana. A mirror shows only what stands before it — so identifying with the frightened child yields imitation of the child, not of the mother he never copied.

Viśvanātha frames the verse. Rounding off the whole discussion of the abiding love (sthāyi-bhāva), Rūpa points out that the ascending order laid down for prema, sneha, and the rest is not an iron law. That is why he adds 'kiṁ ca' — 'furthermore.'

rāgaḥ kartārāga is the [grammatical] subject Viśvanātha's key move: he makes rāga, not sneha, the agent of the verseराग ही कर्ता है (स्नेह नहीं)
ādau prathamataḥ eva udbhūyahaving arisen first of all, at the very startआरम्भ में सबसे पहले ही उदित होकर
anurāgatāṁ prāpyareaching the state of anurāgaअनुराग की अवस्था को पाकर
snehaḥ santhen, being sneha he reads the nominative snehaḥ as a predicate — 'having become sneha' — so that rāga can stay the agentस्नेहरूप होकर (यहाँ 'स्नेहः' कर्ता नहीं, विधेय — 'स्नेह होकर')
rāgaḥ kartā — rāga is the subject; ādau prathamataḥ eva udbhūya — arising first of all; anurāgatāṁ prāpya — attaining anurāga-hood; snehaḥ san — being sneha; mānatvaṁ praṇayatvaṁ ca prāpnoti — reaches māna-hood and praṇaya-hood
Viśvanātha construes the verse by making rāga the subject: rāga springs up first, ripens into anurāga, then, as sneha, arrives at māna and praṇaya. Watch the inversion — rāga and anurāga, normally the topmost rungs, come first here, and māna and praṇaya, normally lower, come last. That is his proof that the sequence is not fixed.

Viśvanātha glosses the verse's 'even in pūrva-rāga': it means rāga shows up without māna, praṇaya, and the rest ever having surfaced first. The mark of the highest love appears with the middle rungs skipped clean over.

The heroine, still in pūrva-rāga, worships the crescent moon: 'O moon of the fourth night, who lead the stars to their trysts and swell the ocean of desire — O god, take my water-offering and my bow. For even a false rumor pairing me with that young man wins me the proud joy of being his.' There is the tell-tale mark of rāga: even slander, which should sting, is welcomed because it links her to Kṛṣṇa. In rāga, pain itself turns sweet.
Why cited: Adduced as the udāharaṇa (Padyāvalī 179 = UN 14.128) showing the mark of rāga already present in pūrva-rāga: even false blame is relished, because it associates her with Kṛṣṇa — the rāga-defining trait that suffering is savored as joy.

Viśvanātha adds a classification. The Pūtanā-imitations and the like, he says, belong to the sādhāraṇī rati — the 'common' love — and not to the two higher madhura ratis, the sāmañjasyā ('congruous') and the samarthā ('consummate').

The three grades of madhura-rati: sādhāraṇī, the 'common' love, as in Kubjā; sāmañjasyā, the 'congruous' (marriage-minded) love, as in the queens of Dvārakā; samarthā, the 'consummate,' wholly self-giving love, as in the gopīs of Vraja.

Why the common rati? Set beside the congruous and consummate ratis, it is small in both jāti (the quality of the love) and pramāṇa (its measure or intensity), so by rights only a 'smouldering,' smoky glow — not a full blaze — should suit it. And yet — even the common rati, once it ripens into prema, though still low in jāti, grows great in pramāṇa; and that surplus of sheer measure is what lets these extreme bhāvas flash out. The sentence trails off at the cause, leaving 'they flash forth' to be understood.
jāti = the intrinsic quality or grade of the love (like the purity of a metal); pramāṇa = its quantity or intensity (like the sheer weight of it). A small ingot of fine gold outranks the first in jāti; a great heap of base metal outweighs it in pramāṇa. The common rati is the heap: low grade, but at the prema-stage vast in amount — enough to blaze. 'dhūmāyita' (smouldering) is the low end of the rasa-theory fire-scale, short of the full flame.
