The whole human world wailed aloud. The race of serpents was thrown into turmoil. And the hosts of heaven broke into a sweat.
मनुष्यों की सारी टोली चीख उठी, नागों का कुल व्याकुल हो गया, और पसीना छूटने लगा।
The verse is an udāharaṇa illustrating brahmāṇḍa-kṣobha-kāritvam — the power of mohana-bhāva (the highest reach of Rādhā's love-in-separation) to throw the whole cosmic egg into turmoil. It is spoken by a messenger reporting the cosmic upheaval to Kṛṣṇa (addressed as 'īśa' in L3).
यह श्लोक ब्रह्माण्ड-क्षोभ-कारित्व का उदाहरण है — अर्थात् मोहन-भाव (राधा के विरह-प्रेम की चरम अवस्था) की वह शक्ति जो सारे ब्रह्माण्ड को क्षुब्ध कर देती है। इसे व्रज से लौटा एक दूत कृष्ण से (L3 में 'ईश' कहकर) उस ब्रह्माण्डीय उथल-पुथल का समाचार देते हुए कहता है।

The upheaval climbs the whole ladder of worlds: serpents below, gods in the heavens, and finally even the residents of Vaikuṇṭha, the spiritual realm — the point the illustration is built to make.
उथल-पुथल सारी लोक-सीढ़ी पर चढ़ती है — नीचे नाग, ऊपर स्वर्ग में देवता, और अन्त में वैकुण्ठ (आध्यात्मिक धाम) के निवासी भी — यही बात यह उदाहरण सिद्ध करना चाहता है।

A wonder, O Lord! When the smoke rising from Rādhā's love-laden sighs drifts out in every direction —
हे ईश! आश्चर्य की बात है — राधा के प्रेम-भरे निःश्वास का धुआँ जब दिशा-दिशा में फैलता है (तब यह सब होता है)।
The 'smoke of love-sighs' is the sensory image; Viśvanātha reads it as the surging-up (udreka) of mohana-bhāva itself. This locative-absolute clause is the 'when' that the whole cosmic upheaval answers to.
'प्रेम-निःश्वास का धुआँ' इन्द्रियगोचर बिम्ब है; विश्वनाथ इसे मोहन-भाव के ही उद्रेक के रूप में पढ़ते हैं। यह सति-सप्तमी वाला वाक्यांश वह 'कब' है, जिसका उत्तर सारी ब्रह्माण्डीय उथल-पुथल देती है।

ajāṇḍam = aja (Brahmā, 'the unborn') + aṇḍam (egg): 'Brahmā's egg,' i.e. the brahmāṇḍa. The paradox the verse is driving at: the cosmos is afflicted and blissful at the very same moment.
अजाण्ड = अज (ब्रह्मा, 'अजन्मा') + अण्ड (अंडा): 'ब्रह्मा का अंडा', अर्थात् ब्रह्माण्ड। श्लोक जिस विरोधाभास की ओर ले जा रहा है वह यह — यह जगत् ठीक उसी क्षण पीड़ित भी है और आनन्दमय भी।

This is the speech of someone who has come back from Vraja to Kṛṣṇa. He is reporting the various upheavals — upheavals that only the sheer greatness of such a love in Rādhā could make believable.
यह श्रीकृष्ण के प्रति व्रज से लौटे किसी व्यक्ति का वचन है, जो राधा के उस भाव की महिमा से विश्वास दिलाकर उन-उन उपद्रवों का समाचार देता है।
Jīva keeps the messenger anonymous ('kasyacit'). He does not name Nāndīmukhī here — so the decode leaves the speaker generic on Jīva's side.
जीव दूत को अनाम ('कस्यचित्') रखते हैं। वे यहाँ नान्दीमुखी का नाम नहीं लेते — इसलिए जीव के पक्ष में डिकोड वक्ता को सामान्य ही रखता है।

That surge of mahābhāva happens only on occasion, not all the time. And that is exactly why the verse uses the past tense — "cried out," and so on: a past tense marks a one-time event, not a standing condition.

The remote-past form "cried out" is chosen to disclose that even Kṛṣṇa himself was overwhelmed — a tense for what one did not oneself witness. And "even in full bliss" is said because this love is bliss by its very nature, yet, through the added factor of separation, it also scorches. So the same love is at once bliss and burning.
वहाँ 'चुक्रोश' में परोक्ष (लिट्) का प्रयोग कृष्ण के अपने मोह को भी सूचित करने के लिए है; और 'पूर्णानन्दे अपि' पद इसलिए है, क्योंकि वह प्रेम स्वभाव से आनन्दमय है, फिर भी वियोग-रूप उपाधि-अंश से सन्ताप देने वाला है।
parokṣa = the liṭ perfect, grammatically the tense of a past the speaker did not see — hence its use to imply Kṛṣṇa's own moha.

Here is the scene Viśvanātha sets. Rādhā is in Vraja, her beloved gone away. The moment mohana-bhāva surges up in her, all the worlds — material and spiritual alike — are convulsed, as if by an epidemic. Nāndīmukhī both witnesses this and feels it in her own body. She rushes to Dvārakā and reports it to Kṛṣṇa. "The human circle" simply means the world of men.
जब व्रज में स्थित राधा — जिनके नायक परदेश गए थे — में मोहन-भाव का उद्रेक हुआ, तभी नान्दीमुखी ने सारे प्राकृत और अप्राकृत लोकों के क्षोभ को रोग की तरह देखा और स्वयं भी अनुभव किया; शीघ्र ही द्वारका जाकर वह श्रीकृष्ण से निवेदन करती है। 'नारं चक्रं' का अर्थ है — मनुष्यों का यह समूह, अर्थात् नृलोक।
proṣita-bhartṛkā is a nāyikā-type from Sanskrit poetics: the heroine whose husband or lover has travelled to a far place. Viśvanātha names the messenger Nāndīmukhī — where Jīva left her anonymous.

Now the objection. The Lord's abodes, pastimes, and companions are all said to be eternal. So even now, in some manifestation, why does that mohana form of mahābhāva — born of the Māthura separation — not arise in Rādhā, the Queen of Vṛndāvana? And by the same token, since the verse says "the human circle cried out," why do we humans not, even today, somewhere feel that torment of hers which is really full bliss? — The reply opens: True.
ननु — भगवान् के धाम, लीला और पार्षदों — इन सबके नित्यत्व के प्रतिपादन के कारण, अब भी प्रकाश-भेद से मथुरा-विरह से उठा हुआ मोहन नामक महाभाव-भेद वृन्दावनेश्वरी राधा में क्यों नहीं उठता? और 'नारं चुक्रोश' वचन के अनुसार हम आदि मनुष्य भी अभी उसकी पूर्णानन्द-रूप पीड़ा को कहीं भी क्यों नहीं अनुभव करते? — यदि ऐसा पूछो, तो — सच है।
'satyam' ('true') grants the objection's premise — the līlā is indeed eternal — before the resolution in s30-s31 shows why its effects are not always felt.

The resolution: yes, every pastime is eternal. But when the pastime becomes manifest in this world, then its mohana-effect — even the convulsing of the whole universe — becomes manifest here too. And when the pastime is not manifest, that convulsion is not manifest either. The eternal līlā is always there; only its showing comes and goes.
सारी लीला नित्य ही है। जब लीला इस प्रपंच में प्रकट होती है, तब मोहन के अनुभाव-रूप ब्रह्माण्ड-क्षोभ का भी प्रपंच में प्राकट्य होता है; और जब वह लीला अप्रकट रहती है, तब उस क्षोभ का भी अप्राकट्य रहता है।

tathā hi — जैसे कि; yadā yatra brahmāṇḍe māthura-viraha-līlā prakaṭī-bhavati — जब जिस ब्रह्माण्ड में मथुरा-विरह की लीला प्रकट होती है; tadā eva tasya tasya eva brahmāṇḍasya eva kṣobhaḥ — तभी उसी ब्रह्माण्ड का ही क्षोभ; na anyasya — किसी अन्य का नहीं; iti sarva avadātam — इस प्रकार सब स्पष्ट है।
To put it plainly: in whichever universe, and whenever, the Māthura-separation pastime becomes manifest, at that very time only that universe is convulsed — no other. With that, the whole question is settled.
जैसे — जब जिस ब्रह्माण्ड में मथुरा-विरह की लीला प्रकट होती है, तभी उसी ब्रह्माण्ड का क्षोभ होता है, किसी अन्य का नहीं — इस प्रकार सब कुछ स्पष्ट है।
