Viśvanātha first sets the stage: a wandering woman from Mathurā comes into the assembly of Lalitā and the sakhīs in Vraja and pronounces this verse as a blessing. Then he reads it as a full rasa-chart. The jewel-dappled palace towering out of the sea is the uddīpana-vibhāva, the scene that kindles the mood. 'Rukmiṇī too' is the ālambana-vibhāva, the person the love rests on. 'So that strong horripilation broke out' gives the anubhāvas and the sāttvika-bhāvas. 'Joy and the rest' gives the passing sañcāri-bhāvas. 'Of the embraced one' gives the sthāyi-bhāva — and here that abiding love is sambhoga, union. Every rung of the rasa-ladder is on show; that is its sauṣṭhava, its excellence.
The rasa-apparatus Viśvanātha maps here (the subject of prakaraṇa 14): vibhāva, the cause of the mood, splits into ālambana (the person love rests on) and uddīpana (the kindling setting); anubhāva = the outward bodily response; sāttvika-bhāva = the eight involuntary reactions (horripilation, etc.); sañcāri- / vyabhicāri-bhāva = the transient feelings that come and go; sthāyi-bhāva = the one abiding love that rules them all — here sambhoga, the love-in-union.

Even here Rukmiṇī is the active one — she does the embracing. Her taking the man's active part (puruṣāyita) marks union at its very fullest.
puruṣāyita — a technical term from erotics (a form of viparīta-rati) for the woman taking the active, dominant role in love-play; Viśvanātha reads it as the sign that sambhoga here is at its height.

One more layer. The word parimala-bhara ('flood of fragrance') paints Rādhā's love-play as a kalpa-vallī, a wish-granting vine that fulfils Kṛṣṇa's every desire. And that quietly hints at the real news from Dvārakā: even with every comfort at hand there, Kṛṣṇa is restless for the one thing he lacks, his face turned only toward coming to Vṛndāvana.
Two poetic mechanisms are named: āropa — superimposing one thing's identity on another (Rādhā's kelī cast as a wish-tree vine); and vyañjanā / dhvani — the sense delivered by suggestion rather than by direct statement (the covert 'news from Dvārakā').
