hanta — ah!; kuroḥ bhuvi — on the field of Kuru; bhadrā sarasvatī — Bhadrā's speech / the good Sarasvatī; stambha-karambitā abhūt — became overtaken by stambha.
Two readings run at once. Queen: at Kurukṣetra, ah!, the queen Bhadrā's voice froze — she was struck dumb. River: the good Sarasvatī river was dammed up on the earth. The one word stambha carries both — stupefaction in one reading, a stopping of water in the other.
An udāharaṇa. The lead-in states the lakṣaṇa it serves: 'tatra sakāntasya hareḥ kṣobha-bhara-kāritā, yathā' — how Hari, even at his queens' side, is thrown into a load of agitation. The verse is a four-fold śleṣa in which four of Kṛṣṇa's queens (Bhadrā, Kālindī, Satyabhāmā, Rukmiṇī) are simultaneously four rivers (Sarasvatī, Yamunā, Narmadā, Gaṅgā).

Queen: Kālindī, the sun's daughter, quickly shed tears; Satyabhāmā — she who loves a jest — reeled and swooned. River: the Yamunā loosed a flood of water; the true Narmadā wound all around to its banks. Notice the swap — in one reading 'Satyā' is the noun and 'jesting' describes her; in the other 'Narmadā' is the river and 'true' describes it.

The wonder: a river's waves overpower an ocean. Read whole, the line says Rādhā's love floods and holds back even Kṛṣṇa.

Jīva sets the scene. At Kurukṣetra, after the vraja-devīs met Kṛṣṇa, Kṛṣṇa's feeling welled up — and even his effort to hide it (avahitthā) could not mask it. Uddhava reads that hidden change, and feels it as something astonishing even to queens like Bhadrā. So Uddhava speaks these words. For Jīva, the speaker of the verse is Uddhava.

Viśvanātha sets a different frame. On the Kurukṣetra pilgrimage, the meeting of Kṛṣṇa with the vraja-devīs was an astonishing thing. Rukmiṇī and the other queens, wanting to see the vraja-gopīs, were each tucked away privately in their own tents. At that moment Rādhā's mood called modana — risen from seeing Kṛṣṇa — threw both Kṛṣṇa and the queens into violent agitation. One of Rukmiṇī's friends saw it, and later tells another friend: 'hanta…'. So for Viśvanātha the speaker is a sakhī of Rukmiṇī — not Uddhava.
modana = a named stage of Rādhā's mahābhāva; the atom identifies it as the source of the agitation described.

Viśvanātha unpacks the frame-line (L4). Rādhā alone is the wondrous river; her love alone is its waves; and by those waves the ocean that is Kṛṣṇa is held back. Why 'wondrous'? Because a river's wave should never master an ocean — yet here it does. He offers two ways to picture the blocking and leaves both: either the river's waves defeat the ocean's waves, or they dam up the ocean's water outright.

pakṣe — in the river reading; śrī-kṛṣṇa-premataḥ api — even over Kṛṣṇa's love; śrī-rādhā-prema-ādhikya-vyañjanā — a suggestion of the greater height of Rādhā's love.
Here is the headline of the whole double meaning. The river reading — a river's waves mastering the ocean — suggests (vyañjanā) that Rādhā's love surpasses even Kṛṣṇa's own. That is why Rūpa built the verse as a śleṣa: the surface names queens and rivers, but the deeper layer crowns Rādhā's prema above Kṛṣṇa's.
