So Jīva reads it this way. Having settled what came before, Rūpa now states that this mahābhāva arises only in the vraja-goddesses. He does it in a single verse, the one starting 'mukunda-mahiṣī-vṛndair api.'

Take the stages of love found in Vraja — prema, sneha, and so on. Yes, even these are hard for the Dvārakā queens to reach. But there is a version of them scaled down a little, in both type and amount, that fits the queens' own samañjasa-rati. At that lower pitch, those loves are hard — but not exceedingly hard. So the word 'ati-' still needs explaining.
यद्यपि व्रज में रहने वाले प्रेम, स्नेह आदि भी उन पटरानियों के लिए दुर्लभ ही हैं, तथापि जाति और मात्रा — इन दोनों में कुछ न्यून होने के कारण वे समञ्जसा-रति के योग्य हैं, इसलिए अत्यन्त दुर्लभ नहीं।

This mahābhāva is a different matter. It is exceedingly hard in every single respect. Why? Because, as the second line says, only the vraja-goddesses can know it from within.
परन्तु यह महाभाव तो सब प्रकार से ही अत्यन्त दुर्लभ है, क्योंकि इसे केवल व्रजदेवियाँ ही अनुभव कर सकती हैं।

The queens have only samañjasa-rati. Their longing for union does not carry the shape of full, perfect prema. So from the very start, by its very type, the joy of their love is short in every one of its parts. It was never going to fill out completely.
परन्तु पटरानी-गण के विषय में तो, उनमें समञ्जसा-रति होने के कारण और उनकी सम्भोग-इच्छा सम्यक् प्रेमरूप न होने के कारण, आरम्भ से ही स्वभावतः प्रेमानन्द के सब अंशों में पूर्णता नहीं आ पाती।

Anurāga is what that prema ripens into. But since the prema was short from the start, its anurāga never climbs to the summit. So mahābhāva simply cannot arise in the queens.
उसके परिणामस्वरूप उत्पन्न अनुराग उत्कर्ष की चरम सीमा तक नहीं पहुँच पाता, इसलिए उन पटरानियों में महाभाव सम्भव नहीं होगा।

Here Jīva Gosvāmī gives a different account — keep it separate from Viśvanātha's, do not merge them. For a chaste woman of good family, herself a model of propriety, what is the very worst suffering? Not fire, not even death. It is the disgrace of abandoning her own kin and the path of decent, ārya conduct. That loss is the peak of pain for her.
परन्तु श्रीजीव गोस्वामीपाद तो यों कहते हैं कि — जो स्वयं भी परम उत्तम मर्यादा वाली हैं, ऐसी कुलवधुओं के लिए दुःख की परम काष्ठा तो अपने स्वजनों और आर्य-मार्ग — इन दोनों से भ्रंश (पतन) ही है; न कि अग्नि आदि की यातना, और न मरण।

On Jīva's reading, here is the test. The gopī's very bond with Kṛṣṇa is bought at the price of that supreme suffering. Even so, that bond turns into pure joy for her. When love can do that — make even such a costly relationship sweet — that is rāga at its absolute peak.
और इससे, उसी भ्रंश के द्वारा प्राप्त होने पर भी श्रीकृष्ण का सम्बन्ध सुखदायी होता है; तभी राग की परम इयत्ता (चरम सीमा) होती है।

Take the word 'Parameśvara', Supreme Lord. It is used of Matsya, a mere expansion — 'even Matsya is Parameśvara.' It is also used of Kṛṣṇa, who is God himself, the source of all — 'Kṛṣṇa too is Parameśvara.' The one term covers both the lesser expansion and the fountainhead. Map it back: 'bhāva' is that shared term; ordinary bhāva is like Matsya, the supreme bhāva of the gopīs is like Kṛṣṇa the source — and to mark it as the fountainhead we call it 'mahābhāva.' The analogy proves the naming is proper; it does not claim Matsya and Kṛṣṇa are equal, only that one word can rightly name both.
