Jīva restrings the verse. Take the anurāga already defined earlier. If its working reaches the full measure of its shelter, then — having climbed to the state only it can feel, and having broken out into view — it is called bhāva. That is how the words hang together.
जीव अन्वय इस क्रम से लगाते हैं — पहले कहा गया अनुराग यदि यावद्-आश्रय-वृत्ति वाला हो, तो वह स्वयं-संवेद्य अवस्था को पाकर तथा प्रकट होकर भाव कहलाता है। 'चेत्' शर्त को वे सबसे पहले यावद्-आश्रय-वृत्ति वाले वाक्य पर लगाते हैं।

The word 'bhāva' reaches its highest, fullest use precisely at this topmost state — just the way the word 'bhagavān,' though used broadly, lands at its fullest on Śrī Kṛṣṇa. That is the point.

The stronger term 'mahābhāva' is sometimes used for this very state too — and you should read that use the way you read 'svayaṁ-bhagavān.' So the parallel is exact: bhāva is to bhagavān what mahābhāva is to svayaṁ-bhagavān — each the emphatic name reserved for the very peak.

Here is the reading. 'Yāvad-āśraya' is an avyayī-bhāva compound meaning 'to the measure of the shelter' — the same construction as the stock example 'invite as many brāhmaṇas as there are vessels' (yāvat-pātram).
अर्थ यह है — 'यावद्-आश्रयम्' यह पद परिमाण के अर्थ में अव्ययीभाव समास है। जैसे 'जितने पात्र हों उतने ब्राह्मणों को निमंत्रित करो' में 'यावत्-पात्रम्' परिमाण दिखाता है, वैसे ही यहाँ 'यावद्-आश्रयम्'।
avyayī-bhāva: an indeclinable compound (its first member fixing an extent or limit). 'yāvat-pātraṁ brāhmaṇān āmantrayasva' is the grammarians' standing illustration of the type — 'invite brāhmaṇas up to the number of the vessels.'

The very next verse (14.155) will illustrate this with 'she herself colored it with masses of fresh-rāga vermilion.' There too, Jīva says, rāga is meant in just this sense — as will be shown. Notice the śleṣa Jīva is leaning on: nava-rāga means both 'fresh passion' and 'fresh red dye,' so the painting-image doubles as the rāga-image.

Now Jīva gives the fuller parse. 'Yāvad-āśraya' is not just the measure-compound by itself; it sits inside a bahuvrīhi — 'the one whose working has taken on the shelter's full measure.' And since the shelter is rāga, the sense comes out: the one whose working has risen to whatever peak measure rāga can reach. That much of rāga, and its working matched to it — that is what earns the name.
इससे 'यावद्-आश्रयम्' को भीतर लिए हुए बहुव्रीहि बनता है — जिसमें आश्रय की इयत्ता को छू लेने वाली वृत्ति हो। तात्पर्य यह कि राग की जितनी सीमा सम्भव हो, उतनी सीमा तक पहुँची हुई वृत्ति जिसकी है, वह भाव है।

So the whole line means this. 'Self-felt' does not mean felt by anyone who happens to have anurāga. Now the test. That bond with Kṛṣṇa comes only through this worst suffering. If even so — arriving by way of that pain — the bond turns into sheer joy, then and only then has rāga reached its very peak. That peak measure of rāga is what 'yāvad' points to.

Viśvanātha construes it his own way. 'Self-felt' (sva-saṁvedya) means the state that anurāga can feel by itself and by nothing else. Anurāga reaches that, and becomes openly manifest — and precisely because it is manifest, its working then reaches out to all its shelters. When all that holds, it is called bhāva. (Note the split from Jīva: for Jīva 'sva' pointed to a special beloved soul; for Viśvanātha 'sva' is anurāga itself.)

The corollary: where there is no manifestation, there is no reaching-out-to-all-shelters either. And in that case, even if the love is self-felt, it stays mere anurāga — it is not yet bhāva. So manifestation is the hinge.

Here is why it must mean the topmost stage. Suppose 'daśā' meant just any state at all. Then, since every state of anurāga is self-felt, you could no longer tell anurāga from mahābhāva — the whole distinction would collapse. After all, the mahābhāvas (rati and the rest) are, one and all, self-felt. So 'self-felt' cannot be the mark unless 'daśā' is pinned to the peak.

Here rati and the other primary loves are loosely called mahābhāvas — the 'great feelings' — the same set the verse is defining the culmination of.

Here is his answer. These bhāvas have a threefold nature. (1) Self-felt — through the hlādinī, the bliss-potency. (2) An experiencing whose object is Kṛṣṇa and his own — through the saṁvit, the awareness-potency. (3) Itself an object that gets experienced — through the two potencies together. The word 'sva-saṁvedya' names the first of these three; that is why it is not redundant.

hlādinī (bliss) and saṁvit (awareness) are two of the three internal potencies of Kṛṣṇa's own nature (with sat/existence). Viśvanātha maps the three faces of bhāva onto them: self-relish to hlādinī, the Kṛṣṇa-directed knowing to saṁvit, and the state's being relished in turn to the pair.

Once you say 'anurāga reaching the self-felt state,' the anurāga-state gains all three: it becomes bhāva (self-relish), becomes the instrument of experiencing (karaṇa), and becomes the object experienced (karman). From this flow three joys. First joy: 'this very peak of my anurāga is the experiencing of Kṛṣṇa.'

Second joy: the very same Kṛṣṇa, already known before through prema and the earlier stages, is now experienced afresh through anurāga at its peak — an old love made new.

Now the great analogy. Among cold and hot things, the moon and sun are the very ceiling of their quality — and from that ceiling they impart cold and heat to everything that can receive it, near and far alike. Map it: the moon/sun is the peak of anurāga fully risen in Rādhā's heart; their quality (cool, heat) is the bliss of prema; the near and far receptacles are all who love Kṛṣṇa. Just so, anurāga at its peak in Rādhā makes every single Kṛṣṇa-loving soul brim with prema-bliss. To say this, the verse uses the word 'yāvat' — reaching to all. (Here Viśvanātha's 'shelter' is the devotees, not, as for Jīva, rāga.)

The image: the moon cools the entire world with its rays — but by degrees, more where near, less where far. Just so, mahābhāva reaches every devotee, but in a measure fitted to each. And this holds in both states — union (yoga) and separation (viyoga). (The moon-image now carries the whole reading, and the next verse turns it into the moon/sun śleṣa.)
जितने और जिस परिमाण के आश्रय हों, उनमें उतनी और उतने ही परिमाण की वृत्ति जिसकी हो — इस व्युत्पत्ति से (यावद्-आश्रय-वृत्ति सिद्ध होती है)। जैसे चन्द्रमा समस्त जगत् को अपनी किरणों से शीतल करता है, पर वह भी तारतम्य से ही, वैसे ही संयोग और वियोग दोनों में महाभाव लक्षित होता है।
