rāgaḥ kusumbha-mañjiṣṭhā-sambhavo raktimā mataḥ ||
rāgaḥrāga [the stage of love now being defined] nominative subject of the definitionराग (जिसकी यहाँ परिभाषा दी जा रही है)
kusumbha-mañjiṣṭhā-sambhavaḥarising from safflower (kusumbha) and madder (mañjiṣṭhā) bahuvrīhi qualifying rāga; two red dyes named as its two sourcesकुसुम्भ और मंजिष्ठा — इन दो [रंगों] से जिसका उद्भव होता है
raktimāis raktimā — 'redness', a red glow [the name assigned] predicate nominativeरक्तिमा अर्थात् लाली (जो राग का स्वरूप है)
mataḥso it is held / reckonedमाना गया है
rāgaḥ — rāga; kusumbha-mañjiṣṭhā-sambhavaḥ — arising from safflower and madder; raktimā — as redness; mataḥ — is held to be.
Rāga is reckoned to be 'redness' (raktimā). Its red comes from two dyes — safflower (kusumbha) and madder (mañjiṣṭhā). By naming two dye-sources, the verse gives that redness two varieties, which the commentators draw out below.
kusumbha (safflower) and mañjiṣṭhā (madder) are two natural red dyes. The verse borrows them as an image for rāga: like a redness that can come from either dye, rāga's 'redness' (raktimā) comes in two kinds. Rāga here is one of the deepening stages of love treated across this chapter.

sāmānyatayā prayuktatvena — because it is used in a general sense; ubhaya-vācitvāt — it therefore denotes both.
Why twofold? Because the word 'raktimā' is used in a general sense, it covers both reds at once — the safflower kind and the madder kind. That is Jīva's grammatical ground for the twofoldness.

Because it springs from the two dyes, raktimā is twofold. That is the meaning. Viśvanātha states in one line what Jīva spells out.
'tena' ('by that') points back to the two-source origin named in the verse; Viśvanātha compresses Jīva's fuller reasoning into a single clause.
