bhīrutauṣadhi-sekādiḥ — having the herb-of-timidity's sprinkling as its first step; ādyāt — from the earlier dye; kiñcit — a little; prakāśa-bhāk — it shows itself.
This love begins with a 'sprinkling of the herb.' In the dyeing image that is a preliminary herbal treatment; in the love it is the woman's timidity. From the earlier dye it shows itself only a little at first.
A lakṣaṇa (definition verse) built on a dyeing analogy. śyāmā-rāga puns two ways: the dark 'śyāmā' dye-color, and the love of the dark-complexioned (śyāmā) type of heroine. rāga = 'dye/color' in the analogy and 'love/passion' in the thing illustrated.

— it does not construe on the dye side at all. The reason: this is a khaṇḍa-śleṣa, a pun carried by only a fragment. The syllables that yield 'herb' (auṣadhi) pun through, but 'bhīrutā, timidity' is left over and finds no place in the dyeing sense.

khaṇḍa-śleṣa: a 'split pun' where the double meaning lives in only part of a word or compound, so one of the two readings leaves a leftover fragment ungrammatical. Here 'timidity' works only for the love reading; on the dye reading it does not attach.

The distinction: in women whose steady 'ghee-love' is laced with a portion of sweet 'honey-love,' something extra happens. As youth turns and love first stirs in them, a heightened timidity arises — of a kind unlike other women's ordinary shyness. That heightened timidity is what the verse means.

The śyāmā heroine has mostly ghee-love with a portion of honey-love blended in.

Now the two cases. If honey-love were full, the full intoxication would breed a full pride, and her love would become entirely a bold 'he is mine.' But in the śyāmā heroine honey-love is only a portion, so the intoxication is only partial, and the little pride it breeds gets swallowed up by the deference (dākṣiṇya) that ghee-love brings. In women who already run to excessive natural timidity, that absorbed pride does not disappear — it is transformed into a shy timidity laced with a touch of concealment. And that timidity is of the same family as cakita, startled trembling.
garva = proud self-assurance; dākṣiṇya = courteous, self-effacing deference; cakita = startled trembling. The chemistry: partial honey-pride, tempered by ghee-deference, precipitates as concealed timidity.

He backs this with an earlier line of the same work: before the beloved there is trembling, and great fear even where there is nothing to fear.
Why cited: Cited from UN 11.67 to fix the character of cakita — trembling and groundless fear before the beloved — showing that the śyāmā heroine's timidity belongs to that same class.

And even that trembling arises only where there is a hidden inner core — the concealed portion of pride. The proof: we see it does not arise in the daurbhāgya, the woman who is little loved. No inner core, no such trembling.

But this śyāmā timidity, being concealment, she keeps up before everyone, not just before him. That is the difference from plain cakita, and that is his point.

Two last glosses. Why does the love 'show a little' at all? On the love side, because there is that portion of honey-love in her. And why 'only after a long time'? On the dyeing side the slowness is obvious; on the love side, because a small honey-love has to blend thoroughly into a large ghee-love — and just as a little honey dissolves into a lot of cool ghee only slowly, the long delay is exactly what one would expect. That is the meaning.
