The whole verse runs on a śleṣa: rāga means both 'dye/color' and 'love', and nīlī is indigo. So nīlī-rāga is at once 'indigo dye' and 'indigo-love', and each mark fits both — indigo is a fast color that will not wash out (no loss) and a dark, subdued color, not flashy (not showy outwardly). This is the verse's headline teaching, not a footnote.
पूरा श्लोक श्लेष पर चलता है — 'राग' का अर्थ 'रंग' भी है और 'प्रेम' भी, तथा 'नीली' नील का रंग है। अतः 'नीली-राग' एक साथ 'नील का रंग' और 'नील-सा प्रेम' दोनों है, और हर लक्षण दोनों पर बैठता है — नील पक्का रंग है जो छूटता नहीं (कोई हानि नहीं) और गहरा, दबा हुआ रंग है, भड़कीला नहीं (बाहर अधिक प्रकट नहीं)। यही श्लोक की मुख्य शिक्षा है, कोई गौण टिप्पणी नहीं।

dṛṣṭānta = the illustrating image (the dye); dārṣṭāntika = the thing illustrated (the love). The two terms frame the whole segment.

Watch the pun. nīlī-rāga means two things: 'indigo dye' (rāga = color) and 'indigo-love' (rāga = passion). Jīva says: using the likeness to the dye, Rūpa defines the love — starting from the word 'vyaya'.

This is the pivot of the whole verse — the śleṣa on rāga ('dye/color' and 'love'). Jīva names the two sides varṇātmaka (color-form) and raty-ātmaka (rati/love-form).
यही पूरे श्लोक का केन्द्र है — 'राग' पर श्लेष ('रंग' और 'प्रेम')। जीव इसके दो पक्षों को वर्णात्मक (रंग-रूप) और रत्यात्मक (रति/प्रेम-रूप) नाम देते हैं।

What does 'no chance of loss' rule out? Any fading in the very quality that makes this a rāga. That defining trait cannot be lost — that is what is being denied here.
'व्यय की सम्भावना से रहित' — इस पद से यहाँ उस व्यय का निषेध होता है जो रागपन के कारणभूत धर्म में रहता है।

Pull it together. Rāga was defined earlier as the peak of praṇaya, the love that tastes even pain as pleasure. When that rāga carries the three marks just given, it is nīlī-rāga. That is how to read it in this chapter.

pūrvokta = the definition of rāga at 14.126 — the praṇaya-utkarṣa in which even great pain is relished as pleasure. Jīva folds that definition back in and stamps the three marks onto it.

One might worry: the earlier definition of prema also said it is 'never destroyed even when a destruction-cause is present' — so does nīlī-rāga, which likewise cannot be lost, collapse into prema? No. In that prema-definition the 'destruction-cause' meant external things — dependence on circumstances and the like — not a sañcāri-bhāva. And sañcāri-bhāvas cannot destroy the abiding love anyway; they are only its helpers. The two definitions are speaking of different destroyers. So there is no overlap.
'नाश का कारण उपस्थित रहने पर भी सर्वथा नाश से रहित' — इस प्रेम-लक्षण में जो 'नाश का कारण' है, वह संचारी-भाव से भिन्न धर्म की अपेक्षा आदि ही बताया गया है; क्योंकि संचारी-भाव तो केवल सहकारी होते हैं, अतः स्थायी के नाशक नहीं बन सकते। इसीलिए प्रेम-लक्षण के साथ नीली-राग का संकर सम्भव नहीं।
This is Viśvanātha's fuller version of the point Jīva makes tersely at s4. He distinguishes nīlī-rāga's 'cannot be lost' (secure against sañcāri-bhāvas, per s3) from the prema-lakṣaṇa's 'cannot be destroyed' (secure against external dharma-apekṣā) — different destroyers, hence no sāṅkarya.

Why is indigo-love subdued on the outside? Because it grows from ghṛta-sneha — the 'ghee' grade of melted love, which is mild by nature, not intensely sweet like honey. A rāga rising out of ghee inherits that mildness: it does not blaze outwardly.
दार्ष्टान्तिक (प्रेम) पक्ष में, घृत-स्नेह में स्वयं अधिक मधुरता न होने के कारण, उससे उठे राग में भी अधिक चमक नहीं होती।
sneha (melted love) has two grades — ghṛta-sneha (ghee: steady, mild, compliant) and madhu-sneha (honey: sweet, self-assertive). Candrāvalī's love, the standing example here (mūla L3), is the ghee grade — so her nīlī-rāga stays subdued outwardly.
