nīlimā raktimā ceti rāgo’yaṁ dvividho mataḥ ||
ayaṁ rāgaḥthis rāga (passionate love, where even pain turns to joy) nominative subject; ayam points back to the rāga just defined by its anubhāvaयह राग (जिसका लक्षण अभी हुआ)
nīlimā raktimā ca itias 'nīlimā' (blueness) and 'raktimā' (redness) iti caps the two names; ca joins them — the labels are dye-colours borrowed for two grades of loveनीलिमा और रक्तिमा — इन दो नामों से
dvividhaḥ mataḥis held to be twofold mataḥ = 'is held/considered' — flagging that this is a received classification, the view taken up belowदो प्रकार का माना गया है
ayaṁ rāgaḥ — this rāga; nīlimā raktimā ca iti — as 'nīlimā' and 'raktimā'; dvividhaḥ mataḥ — is held to be twofold.
This rāga is reckoned to come in two grades, named after dye-colours: nīlimā, 'blueness', and raktimā, 'redness'. The word mataḥ, 'is held', signals that this is a received teaching — the classification he is about to lay out.
The two names are dye-colours turned into a simile for love: nīlimā ('blue/dark') for the indigo grade, raktimā ('red') for the red grade. Which dyes stand for which, and how they behave (fading vs. colourfast), is spelled out in the illustrative verses below.

tad evaṁ lakṣayitvā — having so defined rāga; prācīnānāṁ matam upalakṣya — noting the view of the ancients; tad-bhedau upadiśati — he teaches its two divisions; nīlimā iti — in the 'nīlimā' verse.
Having defined rāga in the previous verse, Jīva says: now, drawing on the view of the ancients, Rūpa teaches rāga's two divisions — in the verse beginning nīlimā.

prema mano-gatam — the heart-love; yat na ca atiśobhate na apaiti — which neither over-shines nor departs; tat nīlī-rāgam ākhyānti — that they call indigo-love; yathā śrī-rāma-sītayoḥ — as with Rāma and Sītā.
The heart's love that neither blazes out brightly nor ever fades — that, the ancients say, is nīlī-rāga, 'indigo-love'. Their example is Rāma and Sītā. The simile is to indigo dye: not flashy, but colourfast — a deep, steady, unshowy love that never lets go.
Why cited: Cited as the ancients' (prācīna) warrant for the nīlimā grade: it defines nīlī-rāga — heart-love that neither blazes out nor fades — and names Rāma and Sītā as its example, grounding the muted-but-lasting 'blue' love the mūla calls nīlimā.

kusumbha-rāgaṁ taṁ prāhur yad apaiti ca śobhate | māñjiṣṭha-rāgaṁ tat prāhur yan nāpaity atiśobhate ||
yat apaiti ca śobhatethat which fades away, though it does shine ca concessive here — it shines, but it does not lastजो चमकता तो है, परन्तु मिट जाता है
taṁ kusumbha-rāgaṁ prāhuḥthat they call kusumbha-rāga (safflower-love) kusumbha = safflower, a bright but fugitive dyeउसे कुसुम्भ-राग कहते हैं
yat na apaiti atiśobhatethat which does not fade and shines brilliantlyजो मिटता नहीं और अत्यधिक चमकता है
tat māñjiṣṭha-rāgaṁ prāhuḥthat they call māñjiṣṭha-rāga (madder-love) māñjiṣṭha = madder, a brilliant and colourfast dyeउसे माञ्जिष्ठ-राग कहते हैं
yat apaiti ca śobhate — what fades though it shines; taṁ kusumbha-rāgaṁ prāhuḥ — that they call safflower-love; yat na apaiti atiśobhate — what does not fade and shines brilliantly; tat māñjiṣṭha-rāgaṁ prāhuḥ — that they call madder-love.
Love that shines but then fades, they call kusumbha-rāga, 'safflower-love' — safflower dye is bright but washes out. Love that shines brilliantly and never fades, they call māñjiṣṭha-rāga, 'madder-love' — madder is both vivid and colourfast. So the red grade itself divides in two: the fading safflower kind and the lasting, blazing madder kind.
Why cited: Cited to complete the ancients' dye-taxonomy of love: it fixes kusumbha-rāga (safflower — bright but fading) against māñjiṣṭha-rāga (madder — brilliant and lasting), the two 'red' grades set opposite the indigo nīlimā.

Jīva glosses the two words: nīlī and śyāmā are two particular herbs (both yielding a dark, blue-black dye).
Jīva calls nīlī and śyāmā auṣadha-viśeṣau, 'particular herbs'. Viśvanātha instead calls them vṛkṣa-latā-viśeṣau, 'a particular tree and creeper' (see c2 s2). The two commentators identify the plants differently; the decode leaves the divergence standing rather than harmonizing it.

So the sense is: nīlimā comes in two sorts — the love coloured by nīlī and the love coloured by śyāmā.

And since the mūla names it in a single general term — just 'nīlimā' — the two sub-kinds are folded together and counted as one. That is why rāga was called merely twofold (nīlimā and raktimā), not threefold.
