tārābhisāraka caturtha-niśā-śaśāṅka
tārābhisārakaO you who lead the stars out to their trysts vocative; abhisāraka = one who sends [a woman] off to a lover's tryst — the stars (tārā) imagined as the moon's own belovedsहे तारा रूपी प्रेयसियों को अभिसार पर भेजनेवाले (चन्द्र)!
caturtha-niśā-śaśāṅkaO moon of the fourth night vocative; the Bhādra bright-fourth (caturthī) moon, famed for casting a false blemish (kalaṅka) on whoever looks at itहे चौथी रात के चन्द्रमा!
tārābhisāraka — O leader of the stars to their trysts; caturtha-niśā-śaśāṅka — O moon of the fourth night.
O moon who send the stars out to their lovers' trysts! O moon of the fourth night! She addresses the moon, and both names are chosen with care — the first says 'you know the ache of longing,' the second names the very moon whose glance brings scandal, which is exactly what she wants.
This is an udāharaṇa (illustrative verse, quoted from Padyāvalī 179) for rāga in the stages of prema. Viśvanātha calls what it shows 'rāgasya parā kāṣṭhā', the very summit of rāga — the pitch at which even a false rumor of union with Kṛṣṇa turns pain to joy.

devaO god vocative; because you are divine, you must know both my pain and its cureहे देव!
tubhyamto you dative — the one who receives the offering named in L3तुम्हारे लिए — जिसे (आगे L3 में कहा) अर्घ्य अर्पित किया जाता है
kāmāmbu-rāśi-parivardhana — O sweller of the ocean of desire; deva — O god; tubhyam — to you.
O you who make the ocean of desire swell high! O god! To you —

So Jīva sets the scene: this is the love of one of the girls who worshipped Kātyāyanī to gain Kṛṣṇa, welling up in her the moment she catches sight of the fourth-night moon.

Here is the heart of it, in Jīva's reading. She has not actually won Kṛṣṇa — that fruit simply hasn't come. But suppose a false rumor runs through the whole world that she HAS won him. If his name gets linked to hers everywhere, then she will count that rumor as good as the real thing and be perfectly happy. That is what she is praying for.

tathā kāma-atiśaya-vardhanaḥ ca dṛśyateand likewise you are seen to swell desire to excess ca joins the second quality; the moon inflames kāmaऔर वैसे ही वह काम को अत्यधिक बढ़ानेवाला भी दिखता है — 'और' (दूसरा गुण जोड़ता है)

Jīva unpacks why she picks these names. As the one who leads the stars to their trysts, the moon is like her — a fellow traveller in love's errands. And the moon is known to swell desire to a fever pitch. These two facts are exactly what the two address-forms are quietly pointing at.

Viśvanātha lays out the drama. A passionate vraja-girl, who cannot win Kṛṣṇa by any route, humbly decides she is not worthy of him and works out her own way to settle her heart. She knows the moon of the Bhādra fourth is famous for one thing — it brands whoever sees it with scandal. So she prays to that moon for the scandal itself.
