vṛndā — Vṛndā, nāndīmukhīṁ prati — to Nāndīmukhī, śyāmāyāḥ ceṣṭitaṁ āha — relates what Śyāmā did: dyūte viṣaye — in the dice game, sakṛd eva pānasya vidhau paṇīkṛte sati — when a single lip-drink had been staked, śrī-kṛṣṇaḥ oṣṭhaṁ dviḥ pibati sati — Śrī Kṛṣṇa drank the lip twice, tam anyāyam asahamānā vallavī babandha — and the cowherd girl, not bearing that cheat, bound him.
Viśvanātha sets the frame: Vṛndā is telling Nāndīmukhī what Śyāmā did. In the dice game the stake was one drink of the lip, just once. Kṛṣṇa won — then drank the lip twice. The gopī would not stand for the cheat, so she bound him.

atra — here, kuṭilekṣaṇatva-dorlatā-bandhayoḥ yaugapadyāt — because her crooked glance and her vine-arm's binding fall at one instant, kauṭilya-lalitena sakhyasya susaṅgatatvāt — the friendship fits perfectly with the playful charm of that crookedness, susakhyam — so this is susakhya.
Viśvanātha draws the point: her crooked glance and the binding by her vine-arm come at one and the same instant. That simultaneity is the playful charm (lalita) of crookedness, and friendship (sakhya) sits perfectly inside it. So this counts as susakhya — friendship at its finest.
lalita is a term from erotic poetics for a natural, sportive grace of limb and glance in the heroine — a teasing, playful gesture. Here the crookedness (kauṭilya) of the sidelong glance is itself the lalita, and its coinciding with the friendly arm-binding is what lifts ordinary sakhya to su-sakhya, its excellent grade.
