The wise declare that the very nature (svarūpa) of this praṇaya is viśrambha — a confident, unhesitating intimacy that trusts without holding back. Jīva will read 'svarūpa' here as 'cause'; at the plain level it names what praṇaya essentially is.
विद्वानों ने इस प्रणय का स्वरूप विश्रम्भ बताया है। अर्थात् निःशंक विश्वास ही वह है जिससे प्रणय उपजता है।
praṇaya — a ripened grade of prema in which awe and formal distance drop away and the love becomes wholly at-ease; kept in IAST. viśrambha — 'confidence, trust, intimacy without reserve.'
प्रणय प्रेम की एक पकी हुई अवस्था है, जिसमें सादर संकोच और औपचारिक दूरी हट जाती है और प्रेम पूर्णतया सहज-निःसंकोच हो जाता है; यह शब्द मूल रूप में रखा गया है। विश्रम्भ का अर्थ है — बिना किसी आड़ के विश्वास, अन्तरंगता।

maitra and sakhya are named here only as viśrambha's two kinds; the mūla and the included commentators do not spell out their difference beyond the words themselves.

Here is the point. At 14.98 the phrase 'bearing viśrambha' was used. In that phrase, Jīva says, viśrambha is meant as praṇaya's material cause (upādāna) — in part — not merely its efficient cause (nimitta). That is, viśrambha does not just trigger praṇaya from outside; a portion of it enters into praṇaya and becomes part of what praṇaya is.
अभिप्राय यह है — '(जो) विश्रम्भ को धारण करता है' ऐसा जो (14.98 में) कहा गया, वहाँ निश्चय ही विश्रम्भ का अंश-रूप से उपादान-कारण होना अभिप्रेत है, न कि निमित्त-कारण होना।
upādāna vs nimitta — material vs efficient cause. Clay is a pot's upādāna: it becomes the pot and is present in it. The potter is the pot's nimitta: the outside maker, nowhere found in the pot. Jīva's claim is that viśrambha is the clay of praṇaya, not the potter — it is built into praṇaya itself, not just an external trigger.

An analogy for that material-cause point. Orpiment is a yellow pigment; vermilion is a red one. Let a portion of vermilion enter the yellow orpiment, and a striking new color (rāga-viśeṣa) appears — neither plain yellow nor plain red, but a wondrous third hue. In the same way, when a portion of viśrambha enters the underlying love, the striking new emotional 'color' called praṇaya appears. The mapping: the orpiment is the underlying love; the portion of vermilion is viśrambha; the wondrous new hue is praṇaya. This is what proves viśrambha is an ingredient mixed IN (upādāna), not an outside maker — the two pigments fuse into one new color. And rāga carries its pun throughout: a new 'color' is a new 'love.' The analogy proves the constitution of praṇaya; it does not touch the question of its ordering against māna, which Viśvanātha takes up separately.
जैसे हरिताल में हिंगुल का अंश मिल जाने से एक चमत्कारपूर्ण विशेष रंग उत्पन्न होता है, वैसे ही यहाँ भी प्रणय नामक विशेष भाव उत्पन्न होता है। यहाँ 'राग' शब्द दो अर्थ देता है — रंग और प्रेम — दोनों साथ लगते हैं।
haritāla — orpiment, a yellow mineral pigment; hiṅgula — vermilion (cinnabar), a red one. Kept in IAST because the pigment-mixing image, and the rāga pun (color/love), are the whole force of the analogy.

The BRS definition: even when there is clear occasion for sambhrama — awe, reverence, formal restraint — the love that stays untouched by even a whiff of it is called praṇaya. Praṇaya is the intimacy so complete that awe cannot get even a scent of a foothold.

That BRS verse is a lakṣaṇa — a defining statement. So understand: the present verse (viśrambha as praṇaya's cause) and the BRS verse (rati untouched by awe) are two statements teaching one and the same praṇaya. Different words, one and the same referent.
वह (पूर्व वचन) तो लक्षण बताता है — जबकि यह श्लोक कारण बताता है — फिर भी दोनों का प्रतिपाद्य एक ही है, ऐसा जानना चाहिए।
The 'two' Jīva reconciles are both Rūpa's own texts — this UN verse and the earlier BRS — so this is one author's two statements brought to a single referent, not a harmonizing across commentators.
जिन 'दोनों' का जीव समन्वय करते हैं, वे दोनों रूप गोस्वामी के ही अपने वचन हैं — यह उज्ज्वल-नीलमणि का श्लोक और पूर्व का भक्ति-रसामृत-सिन्धु — अतः यह एक ही ग्रन्थकार के दो कथनों को एक ही अभिप्राय पर लाना है, भिन्न टीकाकारों में समन्वय नहीं।

Now Rūpa states viśrambha's two kinds. Because he means to convey that viśrambha and praṇaya are non-different (abheda), he intends this same twofold split to apply to praṇaya as well. That is exactly why he says 'viśrambho'pi' — 'viśrambha too': for Jīva the little word 'too' (api) folds praṇaya into the same division.

Viśvanātha raises a problem. At 14.98 praṇaya was defined as 'māna itself, once it takes on viśrambha' — so praṇaya just is a ripened form of māna, and comes after it. But at 14.119 it will be said that 'praṇaya, born from sneha, in some cases goes on to become māna' — so there praṇaya comes before māna and only sometimes turns into it. Which is it? Is praṇaya māna, or a stage earlier than māna that only sometimes reaches it? Viśvanātha grants the tension outright: 'satyam' — true, the two statements do pull apart.
यदि यह शंका हो — '(जो) विश्रम्भ को धारण करता है, वह मान ही प्रणय है' (14.98) यदि ऐसा कहा जाता है, तो आगे यह कैसे कहा जाएगा कि 'प्रणय स्नेह से उत्पन्न होकर कहीं-कहीं मान की अवस्था को प्राप्त होता है' (14.119)? — (उत्तर) सत्य है, (यह शंका ठीक है)।
sneha and māna are neighboring grades of prema — sneha the melting-tender grade, māna the grade with a proud, guarded distance. The puzzle is one of ordering: 14.98 puts praṇaya after māna, 14.119 puts it before. Viśvanātha resolves it in s2–s3, not by ranking the two verses but by giving praṇaya a definition of its own.
