The heart can be moved to melt by three things — bodily touch, the mere sight of the beloved, and merely hearing about the beloved (and the like). Take these three in order: contact, then sight, then hearing. The verse is about to rank the melting by which of these sets it off.
अंग का स्पर्श होने पर, केवल देखने पर, और श्रवण आदि से — इन तीन अवसरों पर क्रमशः वह मनोद्रव होता है।
mano-drava = 'melting of the mind/heart', the softening that is the first stir of prema; the whole verse grades it. Hearing is subtlest because it needs neither presence nor sight.
मनोद्रव = मन-हृदय का पिघलना, जो प्रेम की पहली हलचल है; पूरा श्लोक इसी को श्रेणीबद्ध करता है। श्रवण सबसे सूक्ष्म कारण है, क्योंकि उसमें न उपस्थिति चाहिए न दर्शन।

So the melting of the heart is of three grades — lowest, middling, best. Matched with L1's order: melting that needs bodily touch is lowest; melting at mere sight is middling; melting at mere hearing is best. The subtler the trigger it takes to move you, the higher your love ranks.
यह मनोद्रव तीन प्रकार का है — कनिष्ठ, मध्यम और श्रेष्ठ।
The ranking is by the faintness of the stimulus, not its strength: needing gross contact to melt marks the shallowest love; melting at a distant report marks the deepest.
श्रेणी कारण की प्रबलता से नहीं, उसकी सूक्ष्मता से बनती है — पिघलने के लिए स्थूल स्पर्श चाहिए, यह सबसे उथला प्रेम है; दूर के समाचार-मात्र से पिघलना सबसे गहरा।

viloka-śravaṇayoḥ — देखने और श्रवण में; drava-bhāve sati eva — पिघलने की अवस्था होने पर ही; iti jñeyam — ऐसा समझना चाहिए।
Jīva pins down a condition. The middling and best grades count only if seeing or hearing genuinely produces the melting. If the sight or the report leaves the heart unmoved, there is no grade to award — the melting itself has to be there for the ranking to apply.
देखने और श्रवण के विषय में यह समझना चाहिए कि द्रव-भाव — मन के पिघलने की अवस्था — वस्तुतः हो, तभी वह श्रेणी बनती है।
Jīva reads the verse's occasions as sufficient triggers only for one who actually melts at them; the grade tracks a real drava, not a merely available stimulus.
जीव इन अवसरों को उसी के लिए पर्याप्त कारण मानते हैं जो सचमुच इनसे पिघलता है; श्रेणी वास्तविक द्रव के अनुसार बनती है, केवल उपलब्ध कारण के अनुसार नहीं।

Now a special case, marked off with 'but'. Suppose a woman whose heart already melts even at seeing and even at hearing. For her the whole scale shifts up: even the melting that comes at bodily touch counts as best, and the melting at sight counts as middling — because she is so quick to melt. And this holds 'if it should not arise at hearing.' Jīva leaves that condition suspended; do not force it shut.
परन्तु जिस नायिका का चित्त इन सूक्ष्मतर कारणों से भी पिघल जाता है, उसके लिए अंग-संग पर भी मनोद्रव श्रेष्ठ ही ठहरता है, और देखने पर मध्यम। 'यदि श्रवण में न हो' — इतना कहकर जीव इसे अधूरा छोड़ देते हैं।
The grading is relative to the person: for an ordinary lover the trigger fixes the grade (L1–L2), but for an unusually tender heart the same triggers all rank higher. The closing 'if not at hearing' is a suspended proviso, not a settled rule.
श्रेणी व्यक्ति-सापेक्ष है — साधारण प्रेमी के लिए कारण ही श्रेणी तय करता है, पर अत्यन्त कोमल हृदय के लिए वही कारण ऊँची श्रेणी में चले जाते हैं। अन्त का 'यदि श्रवण में न हो' एक अधूरा प्रतिबन्ध है, कोई निश्चित नियम नहीं।
