amṛta-rasa — the nectar-juice (His radiance drunk as nectar); pāna-vidhāna — the drinking of it; lālasābhyām — with the two [eyes] that eagerly long [to drink].
mṛta-rasa-pāna-vidhāna-lālasābhyām — (शोभा रूपी) अमृत-रस को पीने की लालसा से युक्त उन दो नेत्रों से।
Rūpa adduces a verse from the Krama-dīpikā (3.27). Her two eyes long to drink the nectar — and the nectar is the lovely radiance of Kṛṣṇa's supremely sweet form. Read the compound as a-mṛta; the opening 'a' sits back on the previous line by sandhi.

Jīva first supplies the full sentence this half-line belongs to: 'One should constantly meditate on Mukunda, together with the girlfriends of the lovely gopī-beauties whose lotus-eyes are languid-yet-restless and stream floods of the water of love.' He leaves the join open — this line hooks either to the line before it or the one after.

What are those two eyes like? To answer, the verse gives the long describing phrase 'tad atimadhura...' — the qualifier Jīva now unpacks.

और यहाँ प्रेमत्व किससे जाना जाए? — इससे कि उसके (कृष्ण के) स्पर्श आदि न मिलने पर भी रति में ग्लानि (मुरझाना) नहीं होती। रति का यही न मुरझाना जीव के मत में प्रेम का लक्षण है।
rati is the settled attraction that is the seed of prema; its not-wilting (a-glāni) even without contact is, for Jīva, the defining test.
रति वह स्थिर आकर्षण है जो प्रेम का बीज है; स्पर्श के बिना भी उसका न मुरझाना (अ-ग्लानि) ही जीव के लिए प्रेम का निर्णायक लक्षण है।

sneha is the stage of prema in which the heart literally melts (hṛdaya-drava); the streaming tears (praṇaya-salila) are its outward sign. Note the pairing: s7 finds prema, s8 finds sneha, both in the one verse.
स्नेह प्रेम की वह दशा है जिसमें हृदय सचमुच द्रवित (पिघल) जाता है; बहते हुए आँसू (प्रणय-सलिल) उसका बाह्य चिह्न हैं। ध्यान दें — स7 में प्रेम और स8 में स्नेह, दोनों एक ही श्लोक में पाए गए।

Viśvanātha decodes the two epithets. 'Languid' (alasa): the eyes bear the crushing weight of prema's intoxication, so they droop. 'Restless' (vilola): through amorous play, greedy for His beauty, so they quiver. With those two eyes one should constantly meditate on Mukunda, in the company of the gopīs' girlfriends. And mark the divergence: he fixes the join to the preceding line alone (pūrveṇaiva), whereas Jīva had allowed the line before or after.

What kind of eyes? Kṛṣṇa's supremely sweet form — every limb finely built — has a lovely radiance, and that radiance is itself the nectar-juice. Drinking it, the eyes grow only more languid and are never sated. Those are the two eyes. Note Viśvanātha's turn: the languor itself comes from a drinking that never satisfies.

Viśvanātha names both marks. 'praṇaya-salila...' shows the heart melting — the mark of sneha. 'it devours it...' shows there is no satiety — the mark of prema. And grasp this further point: here and everywhere, even when society's censure of dharma stands ready to destroy such love, it is not destroyed.
यहाँ 'प्रणय-सलिल' आदि पदों से हृदय का द्रवित होना [कहा गया] — यह स्नेह का लक्षण। वैसे ही 'तद् अत्ति' (उसे पीता है) आदि पदों से तृप्ति का अभाव — यह प्रेम का लक्षण। और यहाँ तथा आगे भी सर्वत्र — लोक-धर्म की निन्दा रूप विध्वंस-कारण के उपस्थित होने पर भी प्रेम का विध्वंस नहीं होता — ऐसा जानना चाहिए।
This is the classic prema-lakṣaṇa: love that survives even loka-nindā, the world's reproach. Note the divergence from Jīva — Jīva (s7) read the prema-mark as rati that does not wilt without contact; Viśvanātha reads it as the drinking that never sates plus love undestroyed by censure.
