This is the definition of manda, mild love. Take a love in which the two are so constantly and so completely used to each other that the intimacy has gone total. And yet — the 'tu' marks the twist — that very over-familiarity produces a strange, flat result, which the next line spells out.

It produces neither upekṣā nor apekṣā. No cold neglect, but also no keen longing — the pair are so used to each other that the love has settled into an even, flat calm. A love like that is called manda, mild.

The example verse opens with a command to Kṛṣṇa: 'First soothe her hardened māna — the jealous sulk that has swelled up in her — win her over.'

The udāharaṇa (illustration) of manda prema defined just above in 14.71. Viśvanātha explains (s5) that the scene is set in Dvārakā, since so mild a love cannot arise in Vraja, and that the speaker is a priest's wife addressing Kṛṣṇa.

Viśvanātha refines the definition. The verse framed it the common way — 'because of long familiarity, there's neither neglect nor longing.' But strictly, he says, that is just popular idiom. In truth, when a love shows neither neglect nor eager longing, the real cause is the mildness of the love itself. And that mildness stands on two grounds: jāti, its very type or class, and pramāṇa, its degree or quantity. Familiarity is only the occasion; the mildness of the love is the actual cause.

Why Dvārakā? Viśvanātha explains the setting. Mild, flattened love cannot occur in Vraja — the gopīs' love is never dull. So Rūpa Gosvāmī has to reach to Dvārakā for an example, and gives it in the 'anunīya' verse. (The '(64)' at the front is a running cross-reference number, not prose.)
