tatra premā—
sarvathā dhvaṁsa-rahitaṁ saty api dhvaṁsa-kāraṇe |
yad-bhāva-bandhanaṁ yūnoḥ sa premā parikīrtitaḥ ||
The verse — decoded
L1definition
sarvathā dhvaṁsa-rahitaṁ saty api dhvaṁsa-kāraṇe |
sarvathāin every way, under every conditionसर्वथा, हर प्रकार से
dhvaṁsa-rahitaṁutterly free of destruction — it cannot be broken neuter, describing the bhāva-bandhanam of L2नाश से रहित — जिसका कभी विनाश नहीं होता (आगे कहे जाने वाले भाव-बन्धन का विशेषण)
saty api dhvaṁsa-kāraṇeeven though a cause that would destroy it is present locative absolute with api — concessive: 'though the destroyer stands ready'यद्यपि नाश का कारण उपस्थित हो, तब भी
saty api dhvaṁsa-kāraṇe — even though a cause of destruction is present; sarvathā — in every way; dhvaṁsa-rahitaṁ — [it stays] free from destruction.
This is the first half of the definition. Picture some force that ought to break this love. Even with that destroyer fully present and at work, the bond stays unbroken — in every way, under every condition.
This verse defines premā, the highest reach of rati (the sthāyi-bhāva): love raised to the point where nothing can destroy it.
L2definition
yad-bhāva-bandhanaṁ yūnoḥ sa premā parikīrtitaḥ ||
yad-bhāva-bandhanaṁthat binding-together of love (bhāva) — the knot that this love is yat — 'the binding which…', picking up the description in L1भाव का जो बन्धन है (जिसका वर्णन ऊपर हुआ)
yūnoḥof the youthful pair — the hero and heroine (nāyaka-nāyikā) genitive dual of yuvanदो युवाओं का — नायक और नायिका का
sa premāthat — is premaवह प्रेमा है
parikīrtitaḥis declared to be, solemnly proclaimed [by the wise] pari- intensive: fully, completely proclaimedभली-भाँति, पूर्णतया घोषित किया गया है
yūnoḥ yat bhāva-bandhanaṁ [L1: sarvathā dhvaṁsa-rahitaṁ] — that binding of the youthful pair's love which is in every way indestructible; saḥ premā parikīrtitaḥ — that is proclaimed to be prema.
Second half. The knot that ties the young couple's love together — the very one just described as unbreakable — that is what is called prema. So prema is rati brought to the degree where no cause of destruction can touch it.

tad apy atibalīeven then, being mightier still tad api — concessive 'even so'; atibalī describes premaतो भी अत्यन्त बलवान — यह प्रेम
sahasā vijityaat once overpowering themसहसा जीतकर
premaiva tānprema alone [conquers] them eva — prema and nothing but premaप्रेम ही उन क्लेशों को — और कुछ नहीं
harir ibhān iva puṣṭim etionly grows stronger — as a lion grows fat on elephants śleṣa: hari = 'lion' here, though the name Hari rings underneathजैसे सिंह हाथियों को जीतकर पुष्ट होता है, वैसे ही प्रेम पुष्ट होता है — यहाँ 'हरि' का अर्थ सिंह है, यद्यपि भगवान् हरि का नाम भी नीचे ध्वनित होता है
loka-dvayāt svajanataḥ parataḥ svataḥ vā prāṇa-priyād api — from either world, one's own people, strangers, oneself, or even the dearest; sumeru-samāḥ kleśāḥ yadi syuḥ — if Meru-sized afflictions should arise; tad api atibalī premā eva tān sahasā vijitya — even then it is prema alone, mightier than all, that overpowers them at once; harir ibhān iva puṣṭim eti — and, like a lion feeding on elephants, only grows stronger.
Suppose crushing troubles pile up — from this world or the next, from your own people, from outsiders, from your own self, even from the one you love more than life — troubles as tall as Mount Sumeru. Even then prema is stronger. It overpowers them in an instant and, far from breaking, only grows — the way a lion feeds on elephants and grows mightier. Note the wordplay: hari here means 'lion,' but the name Hari sounds through it.
Why cited: cited to prove prema's indestructibility (L1's 'sarvathā dhvaṁsa-rahitam'): afflictions from every quarter, even Meru-sized ones, cannot break it — it defeats them all and grows stronger.

Now Viśvanātha unpacks 'the binding of their love.' Picture a rope — but the rope is made of love itself, of the mind repeating without stop, 'you are my dearest' from his side, 'you are my dearest' from hers. That refrain ties the young couple to each other, each to each. That reciprocal knot is what the verse means by 'bhāva-bandhana'.
