Here is the point. 'Bhāva' is an everyday word — any emotional state is a bhāva. But its full force is reached only here, at the summit. So in its primary meaning the word 'bhāva' really lands on this top state, mahābhāva — exactly as the word 'īśvara' (any controller) in its fullest sense lands on Bhagavān. That, Jīva says, is what Rūpa intends by the bare word 'bhāva.'
'भाव' का उत्कर्ष यहीं (महाभाव में) होने के कारण वह शब्द मुख्य रूप से यहीं आकर ठहरता है — जैसे 'ईश्वर' शब्द भगवान् में। यही अभिप्राय है।
A mukhya (primary-meaning) argument: a general term reserves its fullest reference for its highest instance. 'īśvara' can name any lord, but said absolutely it means Bhagavān; likewise 'bhāva' can name any feeling, but at its peak it means mahābhāva.

Now the image. That premā rises like the sun, and with its own heat it melts the butter of the heart — and so becomes sneha. The picture is chosen for the pun: 'sneha' means loving affection, but it also means an oily, melting substance. When love's warmth softens the heart to liquid tenderness, that melted state is literally 'sneha.'
और वह प्रेमा सूर्य की भाँति उदित होकर, अपनी धूप से चित्त-रूपी मक्खन को पिघलाती हुई, स्नेह बन जाती है।

Viśvanātha spells out the analogy. One single thing, passing through states, picks up different names along a scale of increase. The example: sugar-cane is grown from cuttings — a bud sits at a node on the top of a cane-stalk, and that bud is the 'seed.' In time that very bud grows into a full cane-stalk. Just so, rati itself grows into premā. Map it: the seed-bud is rati; the grown cane is premā.

The 'seed' of cane is not a grain but the bud (aṅkura) at a node of a cane-cutting; that is why bīja and ikṣu can be 'one thing' at two stages. '(53)' before this sentence is a structural verse-number, not decoded.
