The name samarthā is a nirvacana on sāmarthya, 'potency' (drawn out by Jīva at s7): the love so potent that the desire for union collapses into it. It is the third of the three madhurā ratis (with sādhāraṇī and samañjasā, named by Viśvanātha at s2), and the highest.

Jīva restates the verse in plain order. The desire for union attains oneness with a certain rati — Jīva spells tādātmya out as ekī-bhāva, 'becoming one.' That rati is what is called samarthā.

Jīva concludes. The desire for union is hard to restrain — yet the rati is the stronger of the two. So the desire merges into this rati, the one that comes to some special distinction, and becomes one with it. And because that rati has an all-surpassing potency (sāmarthya) — strong enough to swallow the desire whole — it is called samarthā, 'the potent one.' The name is drawn straight from that potency.

That vaśīkāra, that unmatched hold over Kṛṣṇa, is the 'special distinction' the verse names.

Only samarthā, born of her very svarūpa, carries this indescribable power to master Kṛṣṇa — which is why it alone surpasses the other two.
