This falls in the sthāyi-bhāva chapter's treatment of the sādhāraṇī (common) rati — the love of women like Kubjā, unlike the dense mahābhāva loves in which the desire for union is subsumed.

The second half. When that desire for union weakens, the rati weakens along with it. Why? Because here the desire for union is the very cause of the rati. In this common love the usual order is reversed: the desire drives the love, so when the desire fades, the love fades too.

The two included commentators construe etasyāḥ differently: Viśvanātha takes it as the desire for union (the natural reading, followed here); Jīva re-parses it as 'this rati' and supplies an implied 'tasyāḥ' (that desire) as the thing that declines — see his s3–s7. The decode leaves the split standing.

Jīva glosses the first line. 'This' rati is the sādhāraṇī — the common love — and it is the root from which the desire for union grows. Because that love is not dense — it is only riddled through with the desire, never close-packed — the desire for union splits off from it. The common heroine actually feels that desire as a thing standing apart from her love.
यह रति संभोग की इच्छा का मूल कारण है। 'साधारणी' नामक इस रति के सघन न होने से, अर्थात् वह उस इच्छा से व्याप्त होने के कारण सटी-सघन नहीं होती, इसलिए वह संभोग की इच्छा इससे पृथक् हो जाती है। इसी इच्छा को साधारणी नायिका पृथक् रूप में अनुभव करती है।
Jīva unpacks the mūla's asāndratva twice: aniviḍitva (not close-packed) and tad-icchā-vidatva (pervaded by, not fused with, the desire) — the love is thin precisely because the desire runs through it rather than being absorbed into it.

The meaning: when that desire for union declines, this rati declines along with it. Notice Jīva's reading — he takes 'etasyāḥ' in the verse as 'this rati,' and supplies 'tasyāḥ,' 'of that desire,' as the thing whose decline drives it. This is the opposite assignment from Viśvanātha's.

A grammatical point. The verse says only 'from the decline,' but 'decline' always demands 'of what?' So the word 'from the decline' silently pulls in a correlative — 'of that' — pointing to the desire for union. That is how Jīva gets 'tasyāḥ' into the verse without its being written.

Now Jīva blocks the rival reading. Suppose you took 'etasyāḥ' in the verse to mean the desire for union itself — 'from the decline of THIS desire.' Then the desire has been named by 'etat,' 'this.' But the next phrase, 'tad-dhetutvāt,' uses 'tat,' 'that.' You cannot use 'that' to point back to something you just named with 'this.' So on the rival reading the back-reference breaks. That is why 'etasyāḥ' cannot be the desire for union.

A homely proof. Say 'This one (eṣa) is walking; look at that one (tam).' No listener thinks 'eṣa' and 'tam' are the same man — they are plainly two different people. In the same way, 'etat' and 'tat' in the verse must point to two different things. Mapping it back: 'eṣa' is 'etat'/the rati; 'tam' is 'tat'/the desire — two referents, not one. That is the whole force of Jīva's grammatical case.
क्योंकि 'यह जाता है, उसे देखो' — ऐसा कहने पर उन दोनों ('एष' और 'तम्') की अभिन्न-वाचकता, अर्थात् एक ही व्यक्ति के वाचक होना, नहीं समझी जाती।
A worldly-usage illustration (loka-dṛṣṭānta), not a scriptural citation. It proves only the deictic rule Jīva needs: eṣa (etat) and tam (tat) do not co-refer. Contrast Viśvanātha's opposed example at c2 s7.

Now a doubt is raised to set up the second line. Does this common love come in degrees — more in one woman, less in another — or not? Anticipating this, Rūpa says: when the desire for union declines, the rati declines too. Note that Viśvanātha reads 'etasyāḥ' as the desire for union itself — the opposite of Jīva's parse.
