Viśvanātha splits the one word "svabhāvajā" in two. For the very topmost — Rādhā and her like — the love is svarūpa-jā, born of their very essence. For certain others it is nisarga-jā, born of their inborn nature. Both are innate, but not at the same depth.

svarūpa-jā vs nisarga-jā, two grades of "innate." svarūpa is one's constitutional essence: for Rādhā, love is not a trait she possesses but what she IS. nisarga is inborn temperament: love native to a person's makeup, yet not identical with her very being. Both stand opposed to rati that has to be produced by an outside cause like abhiyoga.

The word "prāyaḥ" — "for the most part" — is doing quiet work: it admits an exception. Some gopīs were perfected only recently, through sādhana. Their love is not innate — it springs neither from inborn nature nor from essence. For them, abhiyoga and the rest alone are what produce rati. That is what "prāyaḥ" is telling us.
'प्रायः' पद से यह बताया गया है कि हाल के किसी कल्प में ही साधन से सिद्ध हुई किन्हीं गोपियों में निसर्गजा और स्वरूपजा रति सम्भव न होने के कारण उनमें अभियोग आदि ही रति की उत्पत्ति के कारण होते हैं।
The reason-clause hinges on these recently-perfected gopīs lacking innate love (neither nisarga-jā nor svarūpa-jā); the verse's "prāyaḥ" ("mostly") is precisely the word that admits them as the exception to "innate for all."
