One goddess tells another: this figure walking in front of us is no cowherd girl at all. It is the playful trickster himself.
सामने से जो स्त्री-रूप चला जा रहा है, वह गोपी नहीं है। यह तो कौतुक से भरे हुए (कृष्ण) ही हैं।
An udāharaṇa (illustrative verse) of svarūpa — the 'essential form' variety of svabhāva (love's self-arising cause) set out earlier in the chapter. Viśvanātha explains that it displays the svarūpa grounded in Kṛṣṇa himself (śrī-kṛṣṇa-niṣṭha) — the innate power by which he alone arouses rati (love) in every woman. The verse is spoken by goddesses passing overhead in their celestial cars, who catch sight of Kṛṣṇa dressed as a woman — a disguise he has taken on to coax his sulking beloved out of her māna (jealous anger) — walking the lanes of Vraja.

And that is the whole comparison: the sun stands for Hari, clearing the world's eyes stands for arousing love, and the whole world's rows of eyes stand for all the women. Just as no one but the sun can clear every eye of darkness, no one but Hari can set every woman's heart quivering.
हे प्रिय सखी! उस आकाश-मणि सूर्य के अतिरिक्त और किसकी योग्यता होगी कि वह जगत् के नेत्रों का अन्धकार हर सके? (वैसे ही यह कार्य कृष्ण के ही योग्य है।)

Viśvanātha sets the scene. To coax his beloved out of her māna, her jealous sulk, Kṛṣṇa has dressed himself as a woman. As he walks the streets of Vraja, goddesses passing overhead in their flying cars spot him and fall to guessing among themselves who this could be. Their words begin: 'iyam...' ('This one...').
अपनी प्रिया का मान शान्त करने के लिए स्त्री-वेश धारण किए हुए श्रीकृष्ण को व्रज-नगर की गली में चलते देखकर, विमानों में विचरने वाली देवियों ने आपस में अपने मन की शंका कही — 'इयम्' इत्यादि।

Viśvanātha reads the second half. Their claim is not merely 'he rouses love in us goddesses.' It goes further: in this whole world he rouses love in every being there is — every woman and every man alike. That is what the goddesses declare, starting from the word 'jagat' ('the world').
केवल हम देवांगनाओं को ही नहीं, बल्कि इस जगत् में जितने भी स्त्री-पुरुष हैं उन सबको वे रतियुक्त कर देते हैं — ऐसा (देवियों ने) कहा। 'जगत्' इत्यादि इसी को कहता है।

First the word: aupayikatā means 'fitness.' Then the deeper point — why the verse picks celestial women and not the gopīs of Vraja. A Vraja beauty already carries two things that stir up love on their own: the essential form of womanhood itself and her inborn amorous disposition. If she loves Kṛṣṇa, one could credit her own nature. So to display in isolation the arousing power that belongs to Kṛṣṇa alone (śrī-kṛṣṇa-niṣṭha svarūpa), Rūpa reaches instead for celestial women, who have no such built-in pair. In them, only Kṛṣṇa's own form can be the cause — and that is the svarūpa the verse means to exemplify.
'औपयिकता' का अर्थ योग्यता है। व्रज-नगर की सुन्दरियों में स्त्रीत्व में स्थित स्वरूप और सहज स्वभाव — ये दोनों रति उत्पन्न करने वाले पहले से ही विद्यमान हैं। इसलिए (कृष्ण के अपने स्वरूप को) पृथक् रूप से जताने के लिए, उस जोड़ी से रहित देवांगनाओं में ही श्रीकृष्ण-निष्ठ स्वरूप का उदाहरण दिया गया है।
A svarūpa-/nisarga- distinction of the causes of rati. lalanā-niṣṭha-svarūpa is the love-arousing power that inheres in womanhood as such — like heat inhering in fire, simply part of what a woman is. nisarga is a person's inborn amorous temperament. śrī-kṛṣṇa-niṣṭha-svarūpa is instead the arousing power seated in Kṛṣṇa himself — the magnet, not the iron. A Vraja gopī has the first pair already, so her love for Kṛṣṇa cannot cleanly prove his own power. Celestial women lack that inborn pair; when love flares in them at the mere sight of him, only Kṛṣṇa's own svarūpa can be its cause. That is why the illustration is drawn from them.
