The abiding love that is not produced by anything and stands on its own is called svarūpa — the 'intrinsic-form' kind of sthāyi-bhāva. The word 'but' (tu) sets it apart from the other kind, nisarga, which looks as though it were produced.
जो भाव कभी उत्पन्न नहीं होता और अपने आप से ही सिद्ध है, वही 'स्वरूप' माना जाता है। 'तु' शब्द इसे निसर्ग से अलग करता है, जो उत्पन्न हुआ-सा दिखता है।
Chapter 14 divides the five primary loves (sthāyi-bhāva) by how they come to be. This verse defines svarūpa; the next commentary contrasts it with nisarga, the natural love that appears to arise from Kṛṣṇa's beauty and qualities.

Jīva first sets the verse's words in order: the bhāva that is unproduced is what is called svarūpa.

nanubut surely — [an objector breaks in] nanu opens a doubt(शंका:) भला
ajanyaḥ khalu abhāvaḥ eva syāta thing 'not produced' would surely be a sheer non-entity — plain non-existence khalu presses the point; eva = 'nothing but'; the worry: whatever is never produced simply is notजो उत्पन्न ही नहीं होता, वह तो निश्चय ही केवल अभाव (न होना) ही होगा? — 'खलु' बात पर बल देता है, 'एव' का अर्थ 'ही'

One might object: if the love is never produced by anything, isn't it just nothing at all? Whatever is never brought about would seem not to exist. To meet this, Rūpa's own word answers — 'self-established' (svataḥ-siddha): it is not produced, yet it does exist on its own.
शंका — जो कभी उत्पन्न ही नहीं होता, वह तो केवल अभाव ही होगा (कुछ है ही नहीं)? इस पर 'स्वतः-सिद्धः' पद कहकर उत्तर देते हैं।

The sense is: it is like the moon's power to gladden. No one produced that power; it belongs to the moon by its very nature, yet it is perfectly real. Self-established love is unproduced in just that way.
जैसे चन्द्रमा आदि की आह्लादकता (आनन्द देने की शक्ति) उत्पन्न न होकर भी सत्य है, वैसे ही यह भाव भी उत्पन्न न होकर सत्य है — ऐसा तात्पर्य है।

Work out the moon example. The moon's power to gladden is one single power, yet on reaching different receivers it branches into distinct forms. The cakora bird relishes the moonbeams; the night-lotus (kumuda) blooms open; the ocean's tide swells; the moonstone (candrakānta) melts and drips. Each effect is different, so we infer a distinct particular form of the moon's power behind each one. The mapping: one innate power, many recipients, many distinct innate effects.
चन्द्र की आह्लादकता यद्यपि एक ही सामान्य शक्ति है, फिर भी वह अपने विशेष आश्रयों — चकोर, कुमुदिनी, समुद्र, चन्द्रकान्त मणि आदि — को पाकर अलग-अलग रूपों में उदित होती है। इसीलिए इनमें आस्वाद, विकास, उभार और द्रवण रूप परस्पर भिन्न भाव दिखाई देते हैं। इन भिन्न-भिन्न भावों के कारणस्वरूप आह्लादकता के ही विशेष रूपों का अनुमान किया जाता है।

Apply it: just so, Kṛṣṇa and those who take shelter in him are, by their very nature, the cause of that love — as innately as the moon gladdens. This point being settled, the sentence carries on into what follows.
उसी प्रकार श्रीकृष्ण की और उनके आश्रयों (आश्रित जनों) की उस भाव को उत्पन्न करने की शक्ति स्वरूप से ही, अर्थात् स्वभाव से ही, सिद्ध है — यह स्थिर हो जाने पर।

Now, in this rasa the single svarūpa shows up as three particular forms — one resting on Kṛṣṇa, one on the beloved woman, one on both together. To say this, Rūpa gives the line beginning 'etat tu.'
परन्तु इस (शृंगार) रस में स्वरूप के तीन विशेष भेद देखने चाहिए — श्रीकृष्ण में टिका हुआ, ललना में टिका हुआ, और दोनों में टिका हुआ। यही कहने के लिए 'एतत् तु' पद कहते हैं।

Viśvanātha construes the verse: the self-established bhāva — which he reads as a particular entity that generates rati — is what is called svarūpa.

Note Viśvanātha's reading of 'bhāva' here: not the love itself but a vastu-viśeṣa, a specific entity that gives rise to love (the innately love-producing object). Do not fold this into the plainer reading 'bhāva = rati'; the commentators are left to differ.

A viśeṣaṇa here works by exclusion: like adding 'blue' to 'lotus' to rule out every non-blue lotus, adding 'unproduced' to 'bhāva' rules out nisarga, the love that looks produced. Nisarga is defined in the next two sentences.
