L1definition
tadīyānāṁ viśeṣāḥ syuḥ pada-goṣṭha-priyādayaḥ ||
tadīyānāṁof the things belonging to him (Kṛṣṇa) genitive — the class whose special features are now listedउनके (कृष्ण-सम्बन्धी वस्तुओं और जनों) के — जिनके विशेष अब गिनाए जा रहे हैं
viśeṣāḥare the special, distinctive featuresविशेष (विशिष्ट प्रकार)
syuḥwould be optative, the lakṣaṇa-form 'they would be…'
pada-goṣṭha-priyā-ādayaḥnamely his footprints, the cowherd settlement, his beloveds, and the restचरण-चिह्न, गोष्ठ (व्रज), प्रियाएँ आदि
tadīyānāṁ — of the things belonging to him; viśeṣāḥ — the special features; syuḥ — would be; pada-goṣṭha-priyā-ādayaḥ — his footprints, the cowherd village, his beloveds, and so on.
Now the things that belong to Kṛṣṇa. Their special features would be his footprints, the cowherd village of Vraja, his dear ones, and the rest. These are the 'tadīya' kindlers — the things that, being his, stir up love.
'tadīya' = 'belonging to him' — the objects and persons associated with Kṛṣṇa, as distinct from Kṛṣṇa himself. The list (footprints, Vraja, his beloveds…) is open-ended (ādayaḥ).

atra — here; padāni — the word 'pada'; padāṅkāḥ — [means] footprints; syuḥ — are.
A quick clarification: when the list says 'pada,' here it means padāṅka — the footprints, the impressions his feet leave on the ground. Not 'foot' as a body-part, but the print he leaves.

O friend! — see how it shines out there. A row of footprints, each print carrying the auspicious marks: the wheel (cakra), the lotus, the thunderbolt. Whose feet leave prints like these?
An udāharaṇa (illustrative verse) of 'pada' — Kṛṣṇa's footprints — the very first tadīya-viśeṣa named in the lakṣaṇa of L1 (pada-goṣṭha-priyā-ādayaḥ). The speaker is a newly-wed vraja-woman (so Jīva identifies her, s3) who has just entered Vṛndāvana and, seeing the marked footprints on the Yamunā's bank, wonders aloud whose they are. The auspicious marks (cakra, padma, vajra) are the signs of a great being's soles.

This bright, clearly-pressed line of footprints on the riverbank — whose is it? That is her whole question. The wonder is in the 'whose': the marks tell her these are no ordinary feet.
'viśadā' — clear/bright — carries the wonder: the prints are unusually distinct, as if freshly and deeply pressed.

And here is the marvel she points to: this row of prints throws my heart wide open — a heart already seized by a merciless, reeling agitation. The footprints expose what is churning inside me.
The 'ghūrṇā' (whirling turmoil) is love's onset, felt as distress; 'aghṛṇa' (pitiless) says it gives no quarter. Jīva and Viśvanātha both read the shock as the birth of rati (love) in her.

The image is a śleṣa carried by the body-as-creeper metaphor: on a latā (vine) the swelling is a kuḍmala (flower-bud); on a body it is the goose-flesh of romāñca. Jīva (s8) and Viśvanātha (s3) both cash out the 'bud' as horripilation born of joy.

Jīva names the point of wonder: a source of pain does not normally make a creeper bud. Pain should wither a vine, not flower it. Yet here the very thing that tortures her heart makes her body blossom — that contradiction is the marvel she is exclaiming over.

tathā-bhūtā api kuḍmalaṁ harṣa-uttham pulakaṁ vistārayati — even in that state it spreads a bud, a joy-born thrill; iti ataḥ mahad āścaryam idaṁ — so this is a great wonder; tvām ahaṁ pṛcchāmi iti — 'this I ask you'; sva-rati-utpattiṁ sakhīṁ jñāpayāmāsa — she made her friend know of the birth of her own love.
Viśvanātha closes: even while so tormented, she still spreads a 'bud' — a thrill of horripilation born of joy. Hence, 'this is a great wonder — and so I am asking you about it.' But the real function of the speech, Viśvanātha says, is disclosure: under cover of a question about whose footprints these are, Rādhā is letting Viśākhā know that love (rati) has just been born in her.
