Every rasa rests on one abiding love, its sthāyi-bhāva. Here, in the amorous rasa (śṛṅgāra), that abiding love is called madhurā rati — 'sweet love.' This half-line is the lakṣaṇa, the definition the chapter will unfold.
यहाँ शृंगार रस का स्थायी भाव मधुरा रति को कहा जाता है। शृंगार में जो अटल मूल भाव रहता है, वही मधुरा रति है।
sthāyi-bhāva: the one steady, foundational emotion of a rasa, as against the vibhāvas that excite it and the vyabhicārins that come and go. Of the five primary loves this chapter treats, madhurā rati is the fifth — the love of lovers.

One long word describing Mukunda: the innermost core of his heart is pierced through by the sheer wonder of the gopīs' sidelong glances. The full compound (kālāhi-vaktra…) likens that glance to the flickering tongue-tip of death's black cobra.

This is pāda b of the opening maṅgala verse of Ujjvala-nīlamaṇi (its other two pādas, kālāhi-vaktra… and śarma ādiśatu…, sit in the lead-in). Rūpa's benedictory verse is quoted here at the head of chapter 14 because, as Viśvanātha explains below, it illustrates madhurā rati running in both directions — Kṛṣṇa's love for the gopīs, and theirs for him.

Viśvanātha opens the chapter: 'Now, the sthāyi-bhāvas.' With that one word 'now' he steps from the previous topic into the treatment of the abiding loves that are the foundation of each rasa.
अब स्थायी भाव। इस शब्द से विश्वनाथ नये प्रकरण का आरम्भ कर उसका विषय — स्थायी भाव — घोषित करते हैं।
The mūla itself treats only the fifth abiding love, madhurā rati; but the chapter heading gathers all the primary sthāyi-bhāvas, which Viśvanātha here names as the subject.

Viśvanātha bows to open his own commentary. He bows forever to the one whose form is Śrī Caitanya, in whom sweetness (mādhurya) is the abiding love. There is a pun on sthāyin: Caitanya is the permanent home of sweetness, and his sthāyi-bhāva — this chapter's topic — just is mādhurya. Then the wonder: though he possesses his own full power and could stay the aloof Lord, yet — aho! — he conforms to the propriety of being equal, taking the footing of a devotee rather than a master.

Viśvanātha's maṅgala mirrors the chapter he is opening: he praises Caitanya precisely as one whose sthāyi-bhāva is mādhurya, so his invocation and his subject are the same sweetness.

Viśvanātha takes the compound apart piece by piece. The 'black serpent' is death's cobra; in its mouth a tongue flickers and darts. The gopīs' sidelong glance is like the very tip of that tongue — alert, flaunting its own deadly prowess. And by the sheer wonder that glance stirs — not by any weapon, the astonishment alone — Mukunda's vital core is pierced through. So what this line paints is Kṛṣṇa's love that takes the gopīs as its object: the abiding love, the sthāyi-bhāva. One word carries the whole point: 'viddha,' 'pierced.' Because it hints at tasting and relish, the abiding love here does not stay mere emotion — it rises into rasa.

The simile maps cleanly: black cobra = the peril of the glance, its flickering tongue-tip = the gopīs' eye-corner, its alert prowess = the glance's power to strike. The teaching point is the last clause: a sthāyi-bhāva becomes rasa only when it is relished, and the poet's chosen word ('pierced') is the āsvāda-vyañjaka, the very sign that relishing is underway.

Now Viśvanātha sorts the line into rasa's parts. The gopīs, as the object of Kṛṣṇa's love, are the ālambana-vibhāva — the foundation on which the love stands. Their sidelong glance is the uddīpana-vibhāva — what fans the love into flame.
इस रति में गोपियाँ ही आलम्बन-विभाव हैं, अर्थात् जिन पर रति टिकती है। और उनका कटाक्ष उद्दीपन-विभाव है, अर्थात् जो उस रति को भड़काता है।
The vibhāva (excitant) has two kinds: ālambana, the person the love rests on, and uddīpana, the circumstance that kindles it. Here the gopīs are the first, their glance the second.
विभाव (उद्दीपक) के दो भेद हैं — आलम्बन, अर्थात् वह जिस पर रति टिकती है, और उद्दीपन, अर्थात् वह परिस्थिति जो उसे भड़काती है। यहाँ गोपियाँ पहला हैं, उनका कटाक्ष दूसरा।

The anubhāvas — the outward reactions that show the feeling, like yawning and the thrill of hair standing on end — are not stated in the verse. Viśvanātha says they are supplied by implication: a heart pierced with such wonder must show them, so the reader fills them in.
जँभाई, रोमांच आदि अनुभाव हैं। श्लोक इन्हें कहीं नाम से नहीं कहता, फिर भी विस्मय से बिंधे हृदय से इनका आक्षेप (अर्थापत्ति) से अनुमान होता है।
anubhāva: the visible, bodily expression by which an inner emotion is 'made felt' to onlookers. Here they are inferred (ākṣepa-labdha) rather than named.
अनुभाव वह दृश्य, शारीरिक अभिव्यक्ति है जिससे भीतर का भाव देखने वालों तक 'अनुभूत' कराया जाता है। यहाँ ये नामित न होकर (आक्षेप-लब्ध) अनुमान से जाने जाते हैं।

Viśvanātha reads the second line the same way, but with love flowing the other direction. Mukunda's eye-corner is reddish and rolling — a whirling has come over it. By the roving of that sidelong glance he grinds the hearts of the chaste gopīs to powder. So this line paints the gopīs' love that takes Kṛṣṇa as its object — again the abiding love, the sthāyi-bhāva. And again one word does it: 'cūrṇita,' 'ground to powder.' Because it too hints at relish, this love also rises into rasa.

The mirror of s4: the first line gave Kṛṣṇa's love for the gopīs (they pierce him); this gives the gopīs' love for Kṛṣṇa (he pulverizes them). Together the pair establishes that madhurā rati runs both ways — the point s10 will draw out.

That reciprocity — love answered by love — is exactly what makes this love 'sweet.'

viṣaya vs āśraya: in any rati one party is the object aimed at, the other the vessel that holds the feeling. What is special to madhurā rati is that both parties are both at once — the mutuality (paraspara) that sets sweet love apart from the other four sthāyi-bhāvas.
