Kṛṣṇa is teasing Rādhā's friend. 'Don't you go saying "she's a tender, delicate thing." In her own bower...' — and the thought carries straight into the next line.
'यह तो बड़ी सुकुमार है' — ऐसा मत कहो तुम, इसके कुञ्ज में।
An udāharaṇa illustrating utpatti — the 'arising' of a transient emotion (here asūyā, jealous indignation) — the first of the four states (daśā) of the bhāvas listed at Bhakti-rasāmṛta-sindhu 2.4.232 (utpatti, sandhi, śābalya, śānti).

Verbs of remembering (smṛ) optionally take the genitive of their object by Pāṇini's rule adhīg-artha-dayeśāṁ karmaṇi (2.3.52). Viśvanātha (s9) invokes the same rule but takes the genitive as the object outright, where Jīva calls that reading merely optional.
स्मरणार्थक धातुएँ पाणिनि के 'अधीगर्थदयेशां कर्मणि' (२.३.५२) सूत्र से अपने कर्म में विकल्प से षष्ठी लेती हैं। विश्वनाथ (स९) इसी सूत्र को उठाते हैं पर षष्ठी को सीधे कर्म मान लेते हैं, जबकि जीव उस अर्थ को केवल वैकल्पिक (पाक्षिक) कहते हैं।

Two setups, left standing side by side. First: Kṛṣṇa, relishing once more the face-sweetness of Rādhā he had tasted before, speaks these words to her friend Śaśimukhī, who had witnessed the bower-scene. Or else (yad vā): the verse is spoken by Uddhava, carrying the message of Kṛṣṇa — now in Mathurā — to Lalitā. Viśvanātha leaves both open.

The yad vā's second reading (Uddhava's message to Lalitā) leans toward Jīva's 'letter to Lalitā' framing (c1-jiva.s2); the two are not merged, and Viśvanātha does not decide between his own two readings.

'adhīg-artha-dayeśāṁ karmaṇi' iti — by that rule; ṣaṣṭhī — the genitive [marks the object]
adhīgartha-dayeśāṁ karmaṇi iti — 'अधीगर्थदयेशां कर्मणि' सूत्र से; ṣaṣṭhī — षष्ठी होती है।
Grammar. By Pāṇini's rule adhīg-artha-dayeśāṁ karmaṇi (2.3.52), verbs meaning 'remember,' 'pity,' or 'rule' put their object in the genitive. So 'Rādhikāyāḥ' (genitive) is really the object of 'I remember.'
'अधीगर्थदयेशां कर्मणि' सूत्र से यहाँ (कर्म में) षष्ठी होती है।
The same rule Jīva cites (c1-jiva.s3), but Viśvanātha takes the genitive as object outright, where Jīva calls that objective reading merely optional (pākṣikī).

Here is what the verse illustrates: asūyā-utpatti — the birth of asūyā, jealous indignation. Asūyā is the transient emotion; this is the moment it first arises in Rādhā.
यहाँ जो दिखाया गया है वह है 'असूया की उत्पत्ति' — अर्थात् ईर्ष्या-भाव का प्रादुर्भाव।
