suhṛd-ratiḥ — friend-love; kṛṣṇa-ratyāḥ samānaḥ vā — if equal to (or under) Kṛṣṇa-love; sañcārī syāt — would be a sañcāri
Love for a friend, when it is equal to (or less than) one's love for Kṛṣṇa, would be a transient emotion.
Why cited: Quoted to give Rūpa's own BRS rule (2.5.128) for when friend-love ranks as a sañcāri versus when it becomes bhāvollāsā.

But if that friend-love grows greater and keeps being nourished, then it is called bhāvollāsā-rati.
Why cited: The second line of BRS 2.5.128, completing the rule: when friend-love exceeds and is nourished, it is bhāvollāsā, not a plain sañcāri.

Here is the meaning of that verse. 'Friend-love' is love that has a friend for its object. If it stays equal to Kṛṣṇa-love, or falls below it, then it works as a transient emotion.

Why does it count as a sañcāri? Because friend-love grows out of the root of Kṛṣṇa-love, and because it in turn feeds that Kṛṣṇa-love. That is the underlying point.

'She wipes Lalitā's face' means she is wiping away the sweat that came from the love-play. So Rādhā's love for her friend Lalitā, working here as a transient emotion, actually feeds and strengthens her love for Kṛṣṇa. That is exactly what makes friend-affection a vyabhicāri in this rasa.
