An udāharaṇa (illustrative verse) for prakaraṇa 13, vyabhicāri-bhāva. Its lead-in 'guṇena, yathā—' marks it as illustrating a transient emotion aroused 'by a guṇa' — an excellent quality [of the beloved] working as the excitant (uddīpana). Per Viśvanātha the verse is spoken by a friend of Viśākhā to the rival gopī Padmā.

She is truly the expert at weaving a woodland garland.

There is just one 'if': if a welling stream did not drench her two hands —

praṇayāśru-dhārā — the stream of love-tears; dṛṣṭiṁ nirudhya — blocking her sight; (… na siñcati, from L3) — did not drench [her hands].
— a stream of love-tears that first blocks her very sight and then wets her hands. So the praise is really a boast: her love is so great she can never finish the garland.

Viśvanātha sets the scene. Padmā is busy admiring a forest-garland she wove herself, and a friend of Viśākhā steps up to speak. He also flags the grammar of the verse: 'vanya-sraja' (the forest-garland) is the object of the weaving, and 'the stream of love-tears' is the subject that drenches the hands.

sadyaḥ-prema-udayātsince love wells up on the spot ablative of cause — this is why the tears comeतुरन्त प्रेम उमड़ आने के कारण
vanamālānām amātreṇa eva — by the mere forest-garlands; vanamālinaḥ smṛtvā — remembering Kṛṣṇa the garland-wearer; sadyaḥ-prema-udayāt — because love rises at once.
Why do the tears come? Viśvanātha turns it on a pun: vana-mālā (forest-garland) and vana-mālin (the forest-garland-wearer, Kṛṣṇa). Just handling the garland makes Viśākhā remember Kṛṣṇa; love surges up instantly; and so the tears flow.

tena tvaṁ prema-śūnyeti dhvanitam ||

tvaṁ prema-śūnyā iti'you [Padmā] are empty of love''तू प्रेम से शून्य है' — ऐसा
dhvanitamis what is suggested dhvani — the unstated point of the whole speechध्वनित होता है (व्यंग्य से सूचित है)
tena — by this; tvaṁ prema-śūnyā iti — 'you are devoid of love'; dhvanitam — is suggested.
Here is the real barb. Since Padmā can calmly praise her own finished garland and never weeps, the friend's words carry a hidden meaning: 'You, Padmā, have no true love.' Viśākhā's tears prove her prema; Padmā's dry eyes expose the lack of it.
