eṣa kṣattā — this herald; vraja-narapateḥ — of Vraja's king (Nanda); girā — with his voice; prage — at daybreak; karoti — issues [the proclamation named in L2]
This is the herald of Vraja's king. At daybreak, with his voice, he issues — (the object comes in the next line) —
An udāharaṇa (illustration) of apriya-śravaṇaja — the transient emotion (vyabhicāri) born from hearing something unwelcome — defined earlier in this prakaraṇa (13); the lead-in reads 'apriya-śravaṇajo, yathā—'. The lines are spoken by a cowherd woman to her friend (per Viśvanātha below, Kundavallī to Nāndīmukhī).

O friend — right in the cowherd village he cries out a dreadful, booming proclamation: everyone must set out for the city (Mathurā).
Heavy alliteration (anuprāsa) — ghoraṁ ghoṣe ghanāṁ ... ghoṣaṇām, five gh-sounds in a row — makes the line itself sound like the harsh, hammering call it describes.

That proclamation, fierce as a thunderbolt, comes climbing up the pathway of the ears —

Viśvanātha first sets the scene: this is Kundavallī speaking to Nāndīmukhī. Then he glosses the words. The kṣattā is the gate-keeper of Vraja's town. Prage means 'tomorrow, at daybreak'. Nagara-gataye means 'to go to Mathurā'. And the herald frames his proclamation so that it lands dreadfully.

The '(40)' at the head refers back to the previous verse (13.40), which listed these fire-, portent-, and enemy-born sub-types. 'pūrva-rasāmṛta' = Rūpa's own earlier Bhakti-rasāmṛta-sindhu.
