tvam asi mama sakheti kiṁ-vadantī
tvam asi mama sakhā iti'You are my friend'—so the words run sakheti = sakhā + iti; Kṛṣṇa speaking to the rain-cloud'तुम मेरे सखा हो' — इस प्रकार (कृष्ण मेघ से कहते हैं)
kiṁ-vadantīthe popular report going the rounds, the rumor (nom., the subject Kṛṣṇa addresses)जो लोकवार्ता (जनश्रुति) फैली हुई है
kiṁ-vadantī — the rumor going around; tvam asi mama sakhā iti — namely that 'you are my friend'
There's a saying that gets passed around—'you are my friend.' Kṛṣṇa is speaking, to the rain-cloud.
First line of an udāharaṇa illustrating the transient aroused by ugra-nisvana, 'a fierce sound'—the thunderclap—per the lead-in 'ugra-nisvanena, yathā.' The verse shows Rādhā frightened by the thunder (vepathu, a fright-born shudder) into dropping her māna and clinging to Kṛṣṇa's chest; fright is the vyabhicāri here.
