nipītā na svairaṁ śruti-puṭikayā narma-bhaṇitir
nipītā nawere never drunk in ni-√pā = to drink down, drink deep; na negates. The whole verse is built on this metaphor: his words are nectar, her senses the drinking-vessels.
svairaṁto my heart's content, as much as I pleasedस्वच्छन्दता से, जी भरकर
śruti-puṭikayāwith the little cup of my ears instr. of means; śruti = ear, puṭikā = a small cup — the ears imagined as a vessel to catch and drink his words.
narma-bhaṇitiḥhis playful, teasing words — the thing never drunk nom. fem. sg., the subject nipītā agrees with.
narma-bhaṇitiḥ — his teasing words; śruti-puṭikayā — with the cup of my ears; svairaṁ — to my heart's content; na nipītā — were never drunk in
I never once drank in his playful, teasing words to my heart's content, my ears held out like cups to catch them. Hear the verb: his words were nectar and my ears the vessel — yet never did I drink my fill.
An udaharaṇa of viṣada (despair), the vyabhicāri-bhāva (transient, accessory emotion) introduced back at 13.7 with 'atha viṣadaḥ'. Verses 13.7–13.10 illustrate viṣada arising from different causes; this one shows it arising vipattitaḥ, 'from calamity' — the lead-in reads 'vipattito, yathā lalita-mādhave 3.26'.

And O fair-faced friend — I never boldly gazed my fill at the loveliness of his lotus-face. Something always held my eyes back: shyness, a bystander, my own timidity.

nipītetithe verse beginning 'nipītā' pratīka: nipītā + iti — quoting the first word to name the verse being commented on.'

Viśvanātha sets the scene: Śrī, in the plight of a proṣita-bhartṛkā — a woman whose beloved has travelled far away — is lamenting. This is the verse that begins 'nipītā'.
proṣita-bhartṛkā is a nāyikā-type from Sanskrit poetics (nāyikā-bheda): the heroine whose husband or lover has gone to a distant place, so she pines in separation (vipralambha). Naming it here frames why she speaks of every past enjoyment as a thing lost.

atra — here; anurāgeṇa sthāyinā — since anurāga is the abiding emotion; narma-bhaṇiti-ādīni — the teasing words and the rest; muhuḥ anubhūtāni eva — though enjoyed over and over; kriyate — are [rendered otherwise]; iti tathā-uktiḥ — hence the wording thus
Here the sthāyī-bhāva — the standing emotion at the root of the mood — is anurāga, ever-fresh love. His teasing words, his lotus-face, his embrace: in fact she had enjoyed them again and again. Yet she speaks as though she never had. That is why the verse is cast in these flat denials. Such is anurāga: no amount of past enjoyment ever counts as enough for it.
anurāga is the intensified stage of love in which the beloved, and every experience of him, feel perpetually new; taken as the sthāyī-bhāva here, it accounts for the paradox of denying what was in truth often enjoyed.
