O celestial lady! Friend! Here in the courtyard of Mathurā-city—
An udāharaṇa of dhūmāyita — the faintest, still-concealable grade of sāttvika-bhāva, named in the lead-in 'atha eṣu dhūmāyitāḥ' and defined at Bhakti-rasāmṛta-sindhu 2.3.71. The signs here (tears, horripilation) are slight enough that the goddess can try to hide them, which is what a siddha-woman teases her about.

Jīva picks up the heading-word: dhūmāyita, the 'smoke-like' sāttvikas. Now he takes these faint transformations up.
dhūmāyita, 'smoke-like': a sāttvika so slight it can still be concealed — the lowest of the four intensities, defined in the verse quoted next (BRS 2.3.71).

There is a second layer. 'Purāṇa-puruṣa' can also just mean 'an old man.' So by śleṣa the line carries a tease — roughly: why weep and thrill at the sight of an old man? Jīva flags the pun but does not collapse the two readings into one.

The word sākṣin ('witness') is formed by Pāṇini's rule 'sākṣād draṣṭari saṁjñāyām' — a sākṣin is a direct eyewitness, used as a fixed term.
Why cited: Pāṇini 5.2.91, adduced as the derivation of 'sākṣin' — establishing that a sākṣin is a direct, present eyewitness, which grounds the next point that the tear must actually be there.

And a witness must actually be there. So calling the eyes 'witnesses of teardrops' comes down to one thing: the tears are really present in them.

prāyo... sāttvikāḥ iti pūrva-grantha-ukteḥ — because the earlier book says '...'; vraja-pura-devīṣu dhūmāyitā na sambhavati iti — since dhūmāyita cannot arise in the women of Vraja; devīṣu tān udāharati — he illustrates them in [celestial] goddesses; surāṅgane iti — with 'surāṅgane.'
BRS 2.3.68 says the 'dry' sāttvikas mostly stay merely smoke-like. By that rule, dhūmāyita cannot fit the women of Vraja — their love is not 'dry.' So to illustrate the smoke-like grade, Rūpa uses [ordinary] celestial goddesses. Hence the verse 'surāṅgane.'
Why cited: BRS 2.3.68, adduced to show dhūmāyita belongs to 'dry' sāttvikas and so cannot be found in the Vraja women — which is why the example is set with a celestial goddess.

yadyapi tvam aśrūṇi niruṇatsi — although you restrain the tears; tadapi tava akṣiṇī eva aucchūnya-cākacikkaṇyābhyāṁ — even so your very eyes, by their swelling and glistening; sva-antaḥ-sthitān aśru-kaṇān jñāpayata eva — do reveal the teardrops held within; iti arthaḥ — that is the sense.
Even though you choke the tears back, your eyes betray you: swollen and glistening, they reveal the drops held inside. That is the force of calling them 'witnesses.'

iti bhāvaḥthis is the purportऐसा भाव है
tena tava avahitthā eva kāma-spṛhāṁ sūcayantī tvāṁ hāsya-āspadī-karoti — so it is your very concealment, betraying your desire, that makes you a laughing-stock; na tu aśru-pulaka-ādikam — not the tears and horripilation; iti bhāvaḥ — this is the purport.
Here is the sting of the tease: it is not the tears or the goosebumps that expose you — it is your very attempt to hide them. The concealment itself broadcasts your desire and turns you into a laughing-stock.
avahitthā: a technical term — one of the thirty-three vyabhicāri-bhāvas, 'dissimulation,' the effort to conceal one's real feelings. Here it backfires: the hiding is what gives her away.
