An udāharaṇa of kampa (vepathu, 'trembling'), one of the eight sāttvika-bhāvas, here arising from amarṣa ('angry impatience, indignation') — announced by the lead-in amarṣeṇa, yathā (12.20). Per Viśvanātha, Kṛṣṇa speaks this to the sulking gopī Padmā (the māninī): teasing her that her trembling body gives away the anger she is trying to hide.

the flame of a lamp that is soaked with oil? A well-fed flame in still air has no reason to waver — yet it does. So too your body, with nothing outward to shake it, trembles. The verse turns on a śleṣa in nirbhara-snigdhā: of the lamp it means 'richly fed with oil (sneha)', but of Padmā it means 'brimming with deep love (sneha)' — the hidden 'oil' that makes her tremble is her own affection.
और वह दीपक की लौ भी तो भरपूर तेल से (और तू भी भरपूर प्रेम से) सराबोर ही है।
The rhetorical force is an analogy (dṛṣṭānta): the lamp-flame is Padmā's body; the windless place is the absence of any outward provocation; the flickering is her trembling. A steady, oil-rich flame stirring on its own can only mean an inner cause — just as her uncaused trembling can only mean the love (or anger) she denies. The single word snigdhā ('oiled' / 'loving') carries both halves of the comparison at once.
