sarvatra rase — 'in every rasa' [means]; śānta-prītādau api — even in śānta, prīta, and so on.
Viśvanātha spells out 'in every rasa': it means even in śānta and prīta (dāsya) and the rest. The verbal anubhāvas turn up even in those far-off rasas, not only in the sweet one.
prīta here is the dāsya-rasa, the mood of reverent service — one of the five primary rasas (śānta, prīta/dāsya, preyas/sakhya, vātsalya, madhura). Naming śānta and prīta reaches to the rasas most remote from madhura, to make 'every' exhaustive.
