mālatyāḥ sakhī — Mālatī's friend; śrī-kṛṣṇam vipakṣa-gopīḥ atilālasam avekṣya — noticing Kṛṣṇa hungering after the rival gopīs; tad-agre — before him; bhṛṅgam āha — speaks to a bee; vilasan-navaka iti — the words 'vilasan-navaka…'
Mālatī's friend sees Kṛṣṇa hankering after the rival gopīs. So, standing right in front of him, she pretends to scold a bee — and speaks the verse 'vilasan-navaka…'. That pretense is the vyapadeśa: under cover of talking to the bee she presses Mālatī's own claim on Kṛṣṇa.

'Mālatī' is the jasmine flower — and, on the hidden layer, a gopī who bears that name.

'Stavaka' is a cluster of blossoms; and, stretched by hyperbole, it means a breast — which is how the second reading gets its budding-breast image.

'Kāmya-vane' is the Kāmya forest; in the other reading, a grove ripe for lovemaking (kāmārha).

Or split the compound another way: kāmi-na(ḥ) tava avane — 'in your keeping, O lover,' avana meaning protection. He leaves this second parsing standing alongside the first.

śleṣeṇa — by the pun; bhramaṁ rāsi iti — 'you grasp delusion'; tumbī-cumbanāt — from his kissing the gourd; pakṣa-dvaye api — in both readings alike; vaidagdhī-lopāt — because his taste has failed; unmattatā sūcitā — madness is hinted.
Here is the śleṣa's sting. Through the pun, 'bhramara' is unpacked as 'bhramaṁ rāsi' — 'you grasp delusion.' And since he stoops to kiss a tasteless gourd, then on BOTH layers — bee and rake alike — his connoisseur's taste has deserted him. So the verse quietly hints he has gone mad.

These two devices — nirdeśa and vyapadeśa — really belong to the chapter on the go-between (dūtī). Yet they are set down right here instead. Why? To put the sakhī's love on display as an anubhāva, an outward symptom of her bhāva.
