When you say one thing but aim at another, that is called apadeśa — covert, indirect speech. This line is the lakṣaṇa; the verse that follows illustrates it.
जिसमें शब्द तो एक बात कहते हों पर अभिप्राय किसी और ही अर्थ का हो — ऐसे कथन को अपदेश कहा गया है।
apadeśa here is the anubhāva of covert utterance: the outward words are a screen over the real, unspoken target.

First line of the udāharaṇa illustrating apadeśa (11.97): covert speech saying one thing to mean another. On the surface the friend only admires a pomegranate tree with two pecked fruits and (L3) two bee-nicked flowers; but that Śyāmalā covers exactly her breasts and lips on hearing it (L5) exposes the covert target — the love-marks on her own body. The two 'pecked fruits' stand for her breasts, the two 'bee-nicked flowers' for her reddened lips.

Jīva sets the scene. Śyāmalā's lord had somehow gone off, and she was alone at her oil-anointing. Then a cause of sharp embarrassment — the elders — suddenly turned up. Her friend, to warn her of it while keeping the warning hidden from the elders, spoke with a special stroke of cleverness the verse 'dhatte…'.

Viśvanātha unpacks vi-kṣatam by the little word 'vi', which means bird: so 'pecked by a vi' = pecked by the bird, a parrot. 'navā' he glosses as navīnā, fresh. This fresh pomegranate bears the fruit-pair — and the same reading carries on into 'bhṛṅgeṇa…'.
'विक्षत' अर्थात् 'विना' — यहाँ 'वि' पक्षी अर्थात् शुक का वाचक है — शुक के द्वारा नोचे गए दो फल; ऐसे दो फलों को यह नवीन अनार धारण किए है। उसी प्रकार आगे 'भृंगेण' इत्यादि।
vi (विः) is a Sanskrit noun for 'bird'; its instrumental singular is vinā, homophonous with the preposition vinā 'without'. Viśvanātha exploits that to etymologize vi-kṣatam as 'bird-wounded'.
