Jīva explains the verse's "no occasion for fear." Bees have no appetite for the campaka whatsoever. So her outcry was pure playful teasing (vilāsa), with no real danger behind it. That is precisely what the definition meant by "a place that is no ground for fear." This much, he says, is clear.

Viśvanātha answers the obvious doubt. A bee, after all, does not chase a campaka flower. Even so, the bee had come drawn by the sweet fragrance of her own face, and she took it to be charging at the campaka on her ear — so she cried out as she did.
यद्यपि भौंरा (वस्तुतः) चम्पक की ओर नहीं दौड़ता, तो भी उसके अपने मुख की सुगन्ध से खिंचकर पास आए हुए उस भौंरे को उसने वैसा (चम्पक पर झपटता हुआ) समझ लिया — इसी से वैसा कहा गया।
Viśvanātha's reason is left standing apart from Jīva's, not merged: Jīva made the outcry pure vilāsa (a playful pretext); Viśvanātha grounds it in a real bee, drawn by her face's fragrance, that she misreads as attacking the ear-campaka.
