L1definition
sā śobhā rūpa-bhogādyair yat syād aṅga-vibhūṣaṇam ||
sā śobhāthat [beauty] is called śobhā, radianceवह शोभा
rūpa-bhoga-ādyaiḥbecause it springs from beauty, from love-union, and the rest instrumental of cause; ādi 'and the rest' leaves the source-list openक्योंकि रूप, भोग आदि के कारण (‘आदि’ से स्रोतों की सूची खुली रहती है)

aṅga-vibhūṣaṇamas an adorning of the bodyअंगों का आभूषण-सा सौन्दर्य
yat aṅga-vibhūṣaṇam rūpa-bhoga-ādyaiḥ syāt — the bodily adornment that arises from beauty, love-union, and the like; sā śobhā — that is śobhā.
The adornment of the body that arises on its own from beauty, from love-union, and the like — that is what is called śobhā.
The lakṣaṇa (definition) of śobhā, the first of the ayatnaja ('effortless-born') anubhāvas taken up here (lead-in: atha ayatnajāḥ | tatra śobhā—). Jīva glosses the bhoga of this line as sambhoga, amorous union (see his s1).

The udāharaṇa (illustrative verse) for śobhā, the effortless anubhāva just defined in the previous line (11.13). Spoken by Śrī Kṛṣṇa, per Viśvanātha (his s1).

This very Viśākhā has clung fast inside my heart. Even now she has not gone out of it. In the morning she stepped out of the bower — but out of my heart she has still not stepped.
The point turns on bahiḥ 'outside': in L3 she is niṣkrāmantī, stepping out of the bower; here she has not stepped out (na bahir ayāsīt) of his heart. Physical departure set against the beloved who will not leave the inside.

The bhoga of the definition means sambhoga — amorous union. So the śobhā here is the radiance that love-union leaves on the body.

tena — by this description; dine api atra punaḥ tām abhisāraya iti dhvaniḥ — the suggestion is 'on that day too, bring her here to a tryst again.'
By painting her this way he drops a hint: 'On that day too, arrange for her to come here to me once more for a tryst.' That is the suggested meaning (dhvani).
abhisāraya, causative of abhisāra 'going to a tryst': Kṛṣṇa asks Viśākhā's friend to act as go-between — which fixes the addressee of s1 as her friend, not Viśākhā herself.
