rākā-sudhāṁśur abhavan na tamāṁsi hartuṁ
rākā-sudhāṁśuḥthe full moon — the nectar-rayed moon of the full-moon night — as the subject nominative; rākā = the full-moon night, sudhāṁśu = 'nectar-rayed' = the moonपूर्णिमा का चन्द्रमा (राका = पूर्णिमा की रात, सुधांशु = अमृत-किरणोंवाला = चाँद)
abhavan nadid not become — awaiting śaktaḥ in L2, this yields 'was not able' abhavat + na by sandhi; the predicate 'able' arrives in the next lineसमर्थ न हुआ — 'अभवत्' में 'न' मिला है; क्रिया-पद 'समर्थ' अगली पंक्ति ('शक्तः') में पूरा होता है
tamāṁsithe darknesses — object of 'to remove'; and by the pun, the dark moods of māna accusative plural; śleṣa: tamas = physical darkness / the gloom of sulkingअंधकारों को (श्लेष: तमस् = भौतिक अंधकार / मान का विषाद, दोनों)
hartumto remove, to sweep away infinitive governed by śaktaḥ (L2)हरने के लिए, दूर करने के लिए ('शक्तः' के अधीन तुमुन्)
rākā-sudhāṁśuḥ — the full moon; tamāṁsi hartum — to remove the darknesses; na abhavat — did not become [able, with śaktaḥ, L2]
Here is the friend's teasing verse. The full moon — bright as it is on the full-moon night — has not managed to sweep away the darknesses. And 'darkness' is a pun the commentators will pull on: it means both the gloom of the forest and the dark mood of māna.
An udāharaṇa of pūrṇa-sudhāṁśu, 'the full moon', as an uddīpana-vibhāva — an excitant of rasa — named in the lead-in (pūrṇa-sudhāṁśur, yathā—) to prakaraṇa 10, Uddīpana-vibhāva. The whole verse is spoken by a sakhī teasing a friend (Rādhā) whose sulk the moon has somehow dispelled.

adhunā apieven now, to this very day api drives the taunt: right up to the present the moon has failedअब भी, आज तक भी — 'अपि' से ताना, कि इतने समय बाद भी चाँद विफल रहा
śaktaḥable — completing 'did not become able' from L1 predicate nominative with abhavat (L1)समर्थ (L1 के 'अभवत्' के साथ जुड़कर = समर्थ हुआ)
vṛndāṭavī-jaṭharagāni tamāṁsi — the darknesses seated deep in Vṛndāvana forest; adhunā api hartum śaktaḥ na abhavat — even now [the moon] has not become able to remove [them]
Even now it cannot clear the thick darkness lodged deep in Vṛndāvana's groves. So the moon's power over darkness is plainly limited — which sets up the puzzle.

Jīva unlocks the pun first. Those 'darknesses' are really the pains of māna — her jealous, sulking mood. So the tamas the moon 'stole' is the dark sulk in her heart.
