tad-āśrityāḥ khagā bhṛṅgā mṛgāḥ kuñjā latās tathā |
tad-āśritāḥthose sheltered in that [Vṛndāvana] the topic-word carried over from the lead-in tad-āśritāḥ—; the living things and plants that take shelter in Vṛndāvana and so serve as excitantsउस (वृन्दावन) के आश्रित — जो उसमें आश्रय लेते हैं (और इसी से उद्दीपन बन जाते हैं)
tad-āśritāḥ — those sheltered in that [Vṛndāvana]; khagāḥ — birds; bhṛṅgāḥ — bees; mṛgāḥ — deer; kuñjāḥ — the bowers; latāḥ — the creepers; tathā — and likewise.
Now the excitants that shelter in Vṛndāvana are listed. Birds, bees, deer, the bowers, the creepers — and likewise the ones named in the next line. All of them, because they belong to Kṛṣṇa's own land, stir the mood of rasa.

kīrtitāḥare proclaimed [as excitants of rasa] nom. pl. predicate closing the whole list of L1–L2(ये सब उद्दीपन रूप में) कहे गए हैं / वर्णित हुए हैं
tulasī — the tulasī; karṇikāraḥ ca — and the karṇikāra tree; kadambādyāḥ ca — and the kadamba and the rest; kīrtitāḥ — are proclaimed [as excitants].
The tulasī, the karṇikāra tree, the kadamba, and the rest — all these, together with the birds and beasts of the first line, are proclaimed as excitants. This is the definition; the verse that follows illustrates it.

kaḥ [goṣṭhavāsī] — what [Vraja-dweller]; tān — those; bhavad-upahṛta-snigdha-piñchāvataṁsān — whose glossy feathers you took up as your crest; [śikhinaḥ] — peacocks; paśyan — seeing…
Here begins the illustration. 'Who, seeing those peacocks — the very ones whose glossy tail-feathers you once took to wear as your crest —' The sentence hangs; its verb comes in the next line.

The udāharaṇa (illustrative verse, 90) for the tad-āśritāḥ excitants defined in 89 — the beings and plants sheltered in Vṛndāvana, here the peacocks, that stir remembrance of Kṛṣṇa. Per Viśvanātha (c2), Paurṇamāsī speaks it to Kṛṣṇa, who is now residing in Dvārakā, far from Vraja.

kaṁsārāte na khalu śikhinaḥ khidyate goṣṭhavāsī |
kaṁsārāteO enemy of Kaṁsa! vocative, addressing Kṛṣṇaहे कंसारि (कंस के शत्रु कृष्ण)!
na khalusurely not — khalu drives the rhetorical question: the expected answer is 'no one stays unpained'क्या सचमुच नहीं (व्यथित होता)?
śikhinaḥthe peacocks acc. pl., in apposition to tān of L3, the object of paśyanउन मयूरों को (जो L3 के 'तान्' के समानाधिकरण में हैं)
goṣṭhavāsīa dweller of the cowherd village [Vraja] nom. sg., the subject answering kaḥव्रजवासी (गोकुल-निवासी) — जो 'कौन' का उत्तर है
kaṁsārāte — O enemy of Kaṁsa; kaḥ goṣṭhavāsī — what Vraja-dweller; tān śikhinaḥ paśyan — seeing those peacocks; na khalu khidyate — is surely not pained?
'O enemy of Kaṁsa! — what Vraja-dweller, seeing those peacocks, is not pained?' It is a rhetorical question: every single one of them grieves. The peacocks are the excitant; the sight of them reopens the wound of Kṛṣṇa's absence.

nīlamdark-blue the very color it shares with Kṛṣṇa — this resemblance is the ground of their mistakeनीले (मेघ) को — वही वर्ण जो कृष्ण का है, और इसी समानता के कारण वे भ्रम में पड़ जाते हैं
adyāpieven now api — 'even'; long after he has left Vraja for Dvārakāआज भी (इतने समय बाद भी, जब वे व्रज छोड़कर द्वारका जा चुके हैं)
matvāmistaking [it to be —] absolutive; its object, tvām 'you', arrives in L6(उसे...
adyāpi — even now; unmīlantaṁ nava-jaladharaṁ nīlam — the rising, dark-blue fresh cloud; matvā — mistaking [it to be —].
Why is every Vraja-dweller pained? Because of what the peacocks still do. Even now, in his long absence, they see the fresh rain-cloud climbing the sky — dark-blue, the very color of Kṛṣṇa — and mistake it for him.

Taking the cloud to be you, their hearts glad within, they break into their tāṇḍava dances — just as they once danced before the real Kṛṣṇa. So the sight of them, dancing to a cloud, tears at every Vraja-dweller's heart. That is how a peacock, an excitant sheltered in Vṛndāvana, feeds the mood of separation.
